ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JUNE 11, 2014

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:36 pm on June 11th.~ The following members were present:  Mike Secord, Richard Smith, Robert Recor, and secretary Elizabeth Sunshine. State Representative candidate Devin Carney and First Selectwoman Bonnie Reemsnyder were also present along with five town residents.
The meeting was called to order at approx 7:36 pm. The minutes from the May 14th meeting were discussed.  A motion was made by Robert Recor to approve the Minutes of the May meeting as written. It was seconded by Mike Secord and approved by unanimous vote.
Police Patrol Boat:  Patrolling has been active for about 3 weeks during Friday, Saturday, and Sunday. When school gets out in the end of June, patrolling will extend beyond current schedule. The new boat is a significant improvement over old one and Wayland engineering is donating a patrol light for it. Jet skiers, who usually cause the most complaints, are currently following protocol and are turned off by curfew. The launch attendant is able to prevent lake use if requirements for horse power or boat cleanliness are not met. Any issues with life preservers or registration can be dealt with by calling the town officials who can then remove and fine the offenders. There was discussion of potentially acquiring walkie-talkies for communication between attendants and officials.

Budget: Not discussed

Benthic Mats: Richard Smith removed experimental mats a week ago. Between the home-made and the professionally designed mat, there appears to be no notable difference in effectiveness. Both areas of application display signs of significant improvement.

Weed Control: New England Environmental original scope of work proposal was $147,730. Although the studies are projected to be pricy, it was agreed that the information is certainly worth the cost if the funds are available. However, the towns were not able to fund this project so they applied for the STEAP grant which would help cover much of the high cost of the environmental study. A revised narrowed scope of work plan was requested and delivered with a significant decrease in price at $88,330. (See attached for both Scope of Work Estimates.) Community outreach such as meetings, surveys, and information sessions will be integral for the success of this project. RLA needs to attend an Old Lyme town meeting because they are still working on allocating their budget. The total cost will be split between the towns. Mike Secord made a motion that the Rogers Lake Authority agrees with the revised proposal from New England Environmental and endorse the direction of the scope of work. Robert Recor seconded the motion and it was approved.

Dam Repairs: Maintaining the working order of the fish ladder is important but it cannot be to the exclusion of the lake residents health, safety and property concerns. A meeting will be set up between Richard, Steve, Ellie Czarnowski, and Bonnie to discuss the ideal schedule for the opening and closing of the fish ladder and the duration of the season.

Richard Smith made a motion to adjourn at 8:23. The motion was seconded by Robert Recor and was passed unanimously.
