ROGERS LAKE AUTHORITY
MINUTES OF THE MEETING OF OCTOBER 8, 2014
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on October 8, 2014.~ The following members were present:  Richard Smith, Dennis Overfield, and Tom Mondelci. Secretary, Elizabeth Sunshine and 3 attendees were also present.
The meeting was called to order at approx 7:36 pm. The minutes from the August and September  meetings were read and discussed. No changes were suggested. Due to a lack of a quorum no vote was taken to accept the minutes.
Police Patrol Boat:
There are no more police patrol scheduled hours for the season. The lake has been quiet nothing to report.

Budget:
Dick received an email requesting our proposed budget be sent to the Board of Finance by November 1, 2014. The board discussed some items to include.

Rowers:
Dick has been working on a letter to the OLRA and School superintendent to remind all rowers of the regulations on the lake with regards to excessive noise during early morning operation, and speed of chase boats, which has been exceeding 6 knots. In addition the letter is to remind the associations that they are required to notify the RLA when events are to take place and take appropriate measures to ensure public safety and adequate parking. Dick requested some assistance in finalizing the letter and Dennis agreed to assist.

Weed Control:
The RLA has received a map with rough the locations of weeds in the lake, per the results of the recent survey done by New England Environmental.

Dam:
There was a discussion of Rogers Lake water level control and what considerations should be used when making any purposeful adjustments to the water level in the lake. Dennis brought for discussion a draft copy of a document being created to disclose information and guide dam operators in their water level control considerations for Rogers Lake.  This document in its final form will contain the considerations taken in to account when making decisions to open or close the spillway. eg Number of homes in affected area, amount and speed of water that can pass through spillway at different opening widths, excess spillage available through fish ladder. Maximum heights of water before flooding of residents occures, Minimum heights of water before well water issues occur.  It will also list our knowledge of rise and fall depths from historical perspective. (Such as, one inch of heavy rain will raise the lake level three to five inches depending on ground saturation and on one hot day approximately one million gallons of water can evaporate.) With the knowledge that, through the spillway, we can only drop the lake at a rate of 1.5 inches per day (all else remaining the same) a close eye for all considerations must be kept, well in advance, in the face of prediction of heavy precipitation in the forecast.   Dennis will be working on this document and will attempt to finalize it for the next meeting.

The Annual Winter Draw Down will begin this week. A sign will be posted to alert residents of its start.

New Business:
Tom M. brought some information about a lake aeration system to the board for review.  This system has had some positive results in other lakes in reducing algae bloom issues.  There was some discussion the members will review the information and discuss it again next meeting.
