Rogers Lake Authority Minutes 07/10/2013
ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JULY 10, 2013
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on July 10, 2013.~ The following members were present:  Robert Recor, Richard Smith, Tom Baher, and Dennis Overfield.  The secretary to the board was not present therefore the minutes were taken by Chairman Dick Smith.
The meeting was called to order at approx 7:35 pm. The minutes from the June meeting were not read but were accepted as written.  A motion was made by Tom B. to approve the minutes it was seconded by Robert Recor and approved by unanimous vote.
Memorial Bench:
All work has been completed on the Fred Holth Memorial Bench at Haines Park.  The bench and all the plantings are in place and the surrounding area is under the care of Conservation Commission.

Police Patrol:
A new launch monitor has been working at the boat launch.  The monitor and M. Sicord have been greeting and checking out boats entering the lake.  There have been several fishing clubs entering the lake during the recent tournaments.

Weed Control:
The Phragmites at Haines Park seem to be under control, a special thanks to the Conservation Commission who has done some hand pulling and placed mats to remove the Phragmites.
Discussion of the fanwort and its rapid spread throughout the lake followed. There is growing concern of its further spread and what control or eradication methods are being undertaken this year.

Benthic Mats:
Currently Benthic mats are being used in the Haines Park area. Several waterfront residents have purchased the mats and are trying them. The mats that were purchased last year have been installed at Haines Park near the swimming area.  Dennis Overfield mentioned that he had purchased and installed three mats at his house. The mats were installed with the white side up; this seems to attract fish.  Dennis reported that the mats were easily moved by two people.  Upon revoval, he noted, the area under the mats had become clear of "muck" revealing the clear, hard, lake bottom.

The mat supplier, Lake Bottom Blankets,  has offered free shipping for any Rogers lake residents interested in purchasing a mat for personal use.

Boat Launch:
After the new signage disappeared from the boat launch, Mike Peyton from CT DEEP had reviewed and updated the wordage needed for a clear understanding of the regulations on the lake.  A motion was made by Dennis Overfield to send out a flyer to lake related residents.  This motion was seconded by Tom B. and passed unanimously.  A special word of Thanks to Roger Bruenig for his work in arraigning for the printing and distribution of the Rogers Lake Flyer.

Dam Repairs:
The Rogers Lake Dam is under repair at the present time. An Email from First Selectwoman, Bonnie Reemsnyder, stated that the lake may be drawn down about 18 inches for a short time to accommodate the repairs.

Old Business:
The NO WAKE buoy issue for the area behind picnic island needs further investigation and discussion at the coming RLA meetings. The Rowers Association has offered us the use of a NO WAKE buoy if we decide on this course of action.

New Business:
A motion to adjourn was made by R. Recor, seconded by T. Baher and was passed by unanimous decision.  Meeting adjourned at approximately 8:47 pm.
