Rogers Lake Authority Minutes 10/10/2012
ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF OCTOBER 10, 2012
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on October 10, 2012.~ The following members were present:  Robert Recor,  Richard Smith, Tom Mondelci, and Tom Baehr. Members Absent: Mike Secord and Dennis Overfield.  Liz Sunshine, Secretary and 2 attendees were also present.
The meeting was called to order at approx 7:32 pm. Minutes of Aug meeting were read and a motion to approve was made by Robert Recor and 2nd by Tom Baehr.  With the following change, Tom Baehr was not present at the September meeting.  The motion passed by unanimous vote.
Weeds:
The suction harvesting of the fanwort is coming to a close.  There are about 16 hours left in the budget for this season, and the plan is to re-sweep the heavy traffic areas by the boat launch with the time that is left. It was noted that the fanwort seems to be taking root around the lily pads in multiple areas.  New England Aquatics will be finishing up this week and preparing a report of the results of their work.

It was noted that the algae blooms are receding but still happening, especially in the shallows along Blood St.  There has also been a heavy pollen cover in these areas observed.

Dam Construction
It was reported that the funds have been approved through CRWS for the eighty-nine thousand dollar grant to build the fish ladder during the renovations to the dam.  The DEEP is requiring an updated emergency procedures plan be in place prior to beginning construction.  A new emergency procedure plan has been developed and is in process of approval.

Drawdown
As is customary on leap year, the lake has been drawn down approx 12 inches to allow for work to be done on lakefront walls.  There is no intention to draw down further this year.

Memorial Bench
The Fred Holth Memorial Bench has been relocated to Haynes Park.  The Old Lyme Conservation Commission will be doing native plantings around the bench.  After the plantings are in place, a dedication of the bench will be planned.

Police Patrol:
The chairman will work with Mike Sicord regarding scheduling and police patrols for the 2013 summer season.  Tom relayed a request from Ralph Eno for the number of hours of police patrol that were accomplished by State Police or Old Lyme Police in the 2012 season.
Benthic Mats:
The Mats are in but will be stored until spring of 2013.



Boat Launch
Mike Secord sent an email that stated that the signs installed at the boat launch had been removed and he was checking into who had taken them and why.

Old Business:
Scheduled meetings:
A motion was made by Dick S. and seconded by Tom B. that there not be a November or December meeting given the slow down in use of the lake and difficulty obtaining a quorum in the Holiday Season unless a need should arise, at which time the Chairman would call for a special meeting. The motion was passed unanimously

New Business:
There is a new law! The Connecticut General Assembly has passed an act concerning phosphorous reduction in state waters. This law restricts the use of phosphorus based fertilizer in the watershed in that no phosphorus based fertilizer may be used within 20 feet of waterways. In addition the law applies a seasonal moratorium such that phosphorus based fertilizers may not be applied between December 1st and March 15th of any year.
