Rogers Lake Authority Minutes 09/12/2012
ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF SEPTEMBER 12, 2012

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:35 pm on September 12, 2012.~ The following members were present:  Robert Recor  Richard Smith, Dennis Overfield, Tom Mondelci, Tom Baehr, and Mike Sicord. Liz Sunshine, secretary and 6 attendees were also present.
The meeting was called to order at approx 7:35 pm. Minutes of Aug meeting were read and a motion to approve was made by Mike Sicord and 2nd by Dennis.  The motion passed by unanimous vote.
Weeds:
The Chairman turned the floor over to Matt Vogt from New England Aquatics who spoke about the suction harvesting that was in progress.  Matt stated that they were removing a lot of material at the boat launch and south by Grassy Hill Road.  His firm has been operating the harvesting for approximately six weeks.  The company has been working on suction harvesting the fanwort infestation from the eastern side of the lake up the Grassy Hill, working up to the boat launch then clearing the entire boat launch and re-sweeping the completed area.  They are now working in the western side of the launch which is very heavily populated with weeds.  Matt addressed audience questions to explain his operational progress thus far.

Matt also discussed the recent algae blooms that have been appearing in the shallows especially along the north end of the lake along Blood Street. He stated that there is a bacteria called Vitastim available through, Algae Control US, that if introduced in the lake could slow or stop the algae blooms.  The effect being that the introduction of this bacteria would change the PH level in the lake to be slightly more acidic.  The algae would be reduced because the introduced bacteria would eat the algae's food.  The algae  blooms are created from excess phosphorus in the water.  Phosphorus washes into the lake from chemicals in the soil and is created from the bottom of the lake by decaying vegetation.  Reduction of phosphorus in the lake would also reduce the algae blooms.  Raking and disposal of falling leaves and reduction in the use of phosphorus based lawn fertilizers would reduce the phosphorus levels in the lake and therefore the subsequently reduce algae blooms.

Memorial Bench
The Fred Holth Memorial Bench will be relocated to Haynes Park.  The bench will be at the edge of the beach.  Work should proceed in the spring to prepare the area for its permanent location.
Police Patrol:
Policing was good this year there was a visible, polished presence on the lake, there were no accidents and minimal issues.

The RLA board needs to determine a policy on identification and what we can do about the problem of over horsepower boats.

Benthic Mats:
As the growing season is almost at an end the benthic mats ordered will be place in early spring of 2013.

Boat Launch
There was discussion of having a general clean up day.
