ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JULY 11, 2012
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on July 11, 2012.~ The following members were present:  Robert Recor and Richard Smith, Dennis Overfield, Tom Mondelci, Tom Baehr, and Mike Sicord. Secretary Liz Sunshine also present. There were 8 attendees.
The meeting was called to order at approx 7:34 pm.
Minutes of July meeting were reviewed. A motion to approve the minutes with a change to correct the date in the title from April 11 to June 13  was made by Dennis Overfield and 2nd by Robert Recor.  The motion passed by unanimous vote.
Memorial Bench
A site inspection was held on July 9th regarding the placement of the memorial bench. More information regarding dimensions and an additional inspection will be required for the permit.
Police Patrol:
Our launch monitor is now working approximately 20 hours per week and we had the state police out patrolling on one occasion and the Old Lyme police on another this month along side our lake monitors.  The Powers & Duties of the RLA was read from the ordinance creating the RLA which was authored on Oct 1, 1974 and Amended in 2003.
Weeds:
We will begin the removal of the fanwort at the boat launch and down Grassy Hill Road side on July 23rd.  The team will be working for approximately one week and we will assess the progress at that time.

Benthic Mats:
The chairman noted that he had ordered 5 benthic mats from New England Aquatic, including the service of installation, rotation, removal and storage of benthic mats with the purchase of the mat.  The mats are 7X100' in size and will be placed at Haynes Park.

Boat Launch
Mike Sicord presented sign material and verbiage to the board for review and approval for the manufacture and posting at the boat launch.  A motion to allot up to $250.00 for the signs was made by Dennis Overfield and 2nd by Robert Recor.  The motion passed by a unanimous vote.

Website:
Dennis is working to update the websites in both towns to include rules and regulations on the towns websites.  

New Business:
A question regarding the placement of buoys or swimming area markers by individual property owners was brought to the attention of the board.  Michael Sicord read the rules from the DEEP:  All markers, buoys or beacons other than a diver's flag require a permit from DEEP.  This includes markers placed for swim areas , speed zones, navigation and information.

A question regarding swimmers rights vs. boaters rights and who has the right of way was brought to the board.  It will be checked into, however swimmers rights are protected in designated swimming areas.

A letter received by the RLA referring to noise and use complaints by the crew boats was addressed by Chris McCawley of the OLRA. He stated that there was a concerted effort being made to make the summer program attendees aware of their noise levels and the fact that there were others using the lake for recreation especially after 10am.
