ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JUNE 13, 2012
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on June 13, 2012.~ The following members were present:  Robert Recor and Richard Smith, and of Old Lyme, Dennis Overfield, Tom Mondelci and Secretary Liz Sunshine of Lyme. Members absent: Tom Baehr, and Mike Sicord
There were 7 attendees, Roger Breunig, Maureen Plumbleigh, Linda Clough, Toni Phillips, Jerry Wylie, Doris Recor, Carol Smith.
The meeting was called to order at approx 7:34 pm.
Minutes of April and May meeting were reviewed. A motion to approve both months minutes with no changes was made by Tom Mondelci and 2nd by Robert Recor.  The motion passed by unanimous vote.

Budget:
The Chairman stated that the budget had been approved, however the town of Old Lyme would like a 5 year plan on expected expenses.

Police Patrol:
Summer Launch monitoring has begun. Our launch monitor is now working during the weekends a few evening hours, checking incoming boats for registration, horsepower and especially inspecting the boats, props and trailers for weeds. This year our workers have uniform T-shirts and hats which identify them as lake authority personnel.
Boat Launch
Jerry Wylie has volunteered his expertise in the creation of a new sign for the boat launch area creating in photos and graphics an updated sign that have all the rules and regulations of the lake as well as traffic patterns to be observed.  He submitted sample signage information to the board for review.

Memorial Bench
The bench has arrived, there was a meeting held regarding location of the memorial bench and an application will be put in to inlands Wetlands on the 4th Tuesday in June.  The planting will need to be in place and the Phragmites under control prior to the placement of the bench.

Weeds:
With the new budget in place we will begin the removal of the fanwort at the boat launch and down Grassy Hill Road side.  Mat will be coming Friday June 15, to review the areas of the lake needing the suction harvesting and creating a plan of action.  He will be meeting with Dick at 6:30 on Friday.  

It was noted by attendee Maureen Plumbleigh that a regular maintenance schedule should be put in place for the currently owned mats with monthly assessment reports charting the location and effectiveness of each mat. This historical tracking would also effect more accountability for the proper use of, and appropriate distribution of the purchased mats in Lyme and Old Lyme

This benthic mat company also offers the service of installation, rotation, removal and storage of benthic mats with the purchase of the mat.  Dick will speak to them on Friday night to see if and at what cost they would service, rotate, remove and store the mats that we currently own.  This would be in addition to the purchase and service agreements of 4 or 5 new 7X100' benthic mats to be purchased and planted in 2012.

Suction harvesting of the fanwart infestation will begin in June. The heaviest infestation is near the boat launch and works its way down the Grassy Hill Road side of the lake.

In response to a letter sent to the State of Connecticut by Ralph Eno requesting assistance for handling the weed infestation.  The State replied that at this time there were no funds available to offer but that they would be willing to provide some assistance with hand pulling of the weeds in the fall.

Website:
Dennis worked with Ruth Roach to update the website rules and regulations on the town website.  He will be checking back with her for more updates and the possibility of posting the schedule of meetings on the website.

There was a motion to increase the frequency of the RLA meetings to monthly for the remainder of the calendar year 2012.  The meetings would be held on the second Wed of each month at 7:30.
