ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF NOVEMBER 17, 2011
A meeting of the Rogers Lake Authority (RLA) was convened at the Old Lyme Town Hall at 7:30 pm on November 17, 2011.~ The following members were present: Mike Sicord, Tom Mondelci, Dennis Overfield and Elizabeth Sunshine (Secretary) of Lyme, Dick Smith and Robert Recor, and Tom Baehr of Old Lyme.
The meeting was called to order at approx 7:39 pm,
Minutes of October 19, 2011, were reviewed and approved with the following correction:  On the second line, the date September 21, 2011 should read October 19, 2011.
The chairman, Dick Smith, welcomed Dennis Overfield to the Authority to fill the vacancy left by the passing of Fred Holth. He was appointed by the Lyme First Selectmen, Ralph F. Eno, Jr. on October 17, 2011.
There was discussion of the memorial bench to be located at Haynes Park to honor the many years of service to the Authority and community by Fred Holth. Dennis offered to take the lead on design and location of the bench.  He will work with the Old Lyme Rowers Association to incorporate the bench into their renovation plans for the park.
There was discussion of the RLA reports due to the town and scheduling of the meetings for 2012. Dick will contact towns regarding submission dates for the annual reports.  Liz will submit the 2012 schedule of meetings to each town.  
Scheduling meetings:  There was discussion regarding scheduling of meetings; With four of the six members of the board being new to the board in 2011 and the loss of the long time Chairman of the RLA the group elected to meet every month through the end of the fiscal year, June 2012 in order to gain an understanding of past happenings and future direction.  A reassessment of meeting frequency will take place in June 2012. The meetings will be held on the 2nd Wednesday of each month at 7:30pm at the Rogers Lake club house. With the exception of the December 2011 meeting which will begin at 7pm with Guest Speaker George Knocklein.

~Budget  
The RLA 2012-2013 budget is due in February 2112. Tom was given past RLA budgets and Mike requested that money for a new boat be appropriated as the old boat is on its last legs. Dick will be working numbers for Fanwart Suction Harvesting to be included in the proposed budget.
Weeds
Waters Edge Management was out to the lake in October and identified locations of Fanwart infestation.  A spring harvest is being planned.
We will be having Guest Speaker George Knocklein join us for our December 14, 2011 meeting, scheduled for 7:00 PM. He will be presenting on the findings of his study conducted this summer and recommended courses of action.
Boat:
Discussions were held about the current condition of the Authority boat and its poor condition.  It is a 1984 boat, there are cracks in the hull of the boat, it takes on water, the bilge pump does not work and the motor is under constant repair. We need to consider appropriating funds to replace the boat as it is used by the Authority for patrols of the lake, approximately 30 hours per week in the summer and the rowing association as a safety chase boat.  The cost of replacement will be shared by Lyme, Old Lyme, and the Rowing association.  Estimates are being gathered for replacement costs.
Old Business:
From September meeting, Mike Sicord will develop more comprehensive job descriptions and hours requirements for the "Launch monitor" and "Lake patrol" summer time positions.
New Business:
Liz will contact the towns to get a copy of the organizations by-laws/ordinance for distribution to the members of the Authority.
With the leaves falling a special reminder goes out to all to please collect your fallen leaves and dispose of them at: Lyme Residents - Lyme Dump, Old Lyme Residents - the recycling center.
The meeting was adjourned, ending at approximately 8:55 P.M.
