ROGERS LAKE AUTHORITY
MINUTES OF THE MEETING OF JUNE 14, 2011
A meeting of the Rogers Lake Authority (RLA) was convened at the Old Lyme Town Hall at 7:30 pm on June 14, 2011.~ The following members were present: Fred Holth, Chairman, Mike Sicord,  and Elizabeth Sunshine (Secretary) of Lyme, Dick Smith and Robert Recor, and Tom Baehr of Old Lyme and approximately 8 residents.
The chair called the meeting to order at approx 7:39 pm, the first order of business being to thank Lilly Twining for coming to present the findings of her study of the Alewives in Rogers Lake and surrounding bodies of water.
The chair announced the resignation of Walter Buch and thanked him for his years of service to the Authority. The Board will look to the Lyme Selectmen to appoint a new Lyme member to the Authority by the next meeting in September, 2011.
Mike Sicord moved and Dick Smith seconded approval of the minutes of the March 15, 2011 meeting as written with no corrections.  Passed by unanimous vote.
Budget - Weeds
The Chair shared information that the Old Lyme Board of Finance has approved~ only $6,325.00 of the $11,010.00 requested, with an additional $3,500.00 in  Capital Account.
It was decided that proceeding with George Knocklein's work would be a priority, and a motion was made by Mike Sicord and seconded by Robert Recor to appropriate the $5,000.00 to George Knocklein, for a study and conclusion of the current weed status in Rogers Lake.  This will begin in June 2011.  The motion passed by unanimous vote.  
In discussion it was noted that the heavy and prolonged snow cover and ice may have had an impact on weed growth this year.
Robert Recor made a motion seconded by Mike Sicord to purchase two additional Benthic Mats for use in weed control.  The motion passed by unanimous vote.  
Policing:
Launch monitoring has begun.  The Launch monitor may inform boaters entering the lake from the state boat launch of the lake rules, horsepower restrictions, and report any violations to the Old Lye Police for Ordinance enforcement.  
Lake boat monitoring - We have received an offer from Robert Gentile Jr. to serve as a lake monitor on the lake.  The lake monitor may inform boaters of the lake rules, rights of way traffic flow, etc ;only a marine officer would be able to ticket the boater for infractions.
Dick Smith has expressed an interest in taking the 850 hr marine training course required by DEP to become a lake marine officer. This would eliminate the need for a launch monitor and lake monitor both of which have limited powers of enforcement.
New Business:
An attendee stated that The Oak Street Beach Association is interested in putting additional sand on its beach. The Association was referred to the Lyme Inland Wetlands Commission but the RLA mentioned that the RLA endorsed the request as improvements for recreational purposes.
