ROGERS LAKE AUTHORITY
MINUTES OF THE MEETING OF February 8, 2017
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 PM on February 8th. The following members were present: Richard Smith, Robert Recor, Tom Baehr, and Rob Roach. Three local attendees were also present. The minutes were typed by Nicole Krol.
The meeting of the Rogers Lake Authority was called to order at 7:33pm by Dick Smith
A motion to approve the minutes from January was made by Robert Recor, Rob second. The vote was unanimously approved.
Lake Patrol Weeds
The board discussed the weed treatment application to the lake. Dennis received an email from the First Selectwomen that explained the weed treatment is part of a three year permit.  The application of weed treatment will occur in the early spring. The quote for weed treatment includes the same treatment area as the previous year.
Tom suggested the board take their own survey and send it to the town to make revisions to the next permit application. The board would like to recommend the lake shut down while the treatment is being applied. The dam should be closed as well and possibly have someone at the boat launch and Haines Park informing the public of the treatment.
Budget
Dick sent out the budget to board members.
Old Business
Info on placement of buoys in lake. Old Lyme Ordinance Part 1, Chapter 78 (Lakes and Waterways), Article IV (Use of Rogers Lake), Section 78-12-C states “No person shall place a raft, float or mooring buoy more than 50 feet from the normal shore nor in such a place that it is a hazard to navigation. The Rogers Lake Authority shall act as agent for the Towns of Lyme and Old Lyme in determining hazards to navigation and shall make appropriate recommendations to the Department of Environmental Protection.”
New Business
Dick has hand many applicants for the lake patrol / boat launch position. RLA will hold its second CPR course on May 13, 2017, from 9am-12pm the registration fee is $40. The safe boating course date is yet to be determined, the RLA would like Krista to come back and teach the class. Rob will make up a flyer just as soon as a date is determined. It would be ideal to hold the class in the early spring.
The high school rowing program starts March 20th.
The board is in need of someone to head up weed mat activities. Dick is waiting to hear if the weed mats will be approved.

The board will need to find a place to keep the RLA boat for the season.
The CT Federation of Lakes conference is April 29 from 9-3:30pm. A RLA board member will be attending.
Motion to adjourn was made by Rob and Robert second, motion passed by unanimous vote. The meeting ended at 8:20 PM.
