Regular Meeting
April 11,2019

PRESNT WERE: Harold Thompson, Todd Machnik, Jon Curtis, Steven Ross, Robert McCarthy, Alternates Don Willis and Barbara Gaudio
GUEST PRESENT: Land Use Coordinator Keith Rosenfeld, Open Space Commission Members : Amanda Blair, Peter Cable, Bill Dunbar, Gary Gregory, Evan Griswold

Chairman Thompson called the meeting to order at 5:00 pm.

Public Hearing - Resubdivision Application - 19-1 Great Oak Rd- CAWIAMCA - 4 lots
Michael J Bennett on behalf of the Applicant submitted a letter date April 10, 2019, requesting a continuance of the Public Hearing until the May 9, 2019 meeting of the commission.
The continuance was granted.

Municipal Referral - Section 8-24 - Purchase of the McCulloch Farm
All commission members confirmed that they had read the description of the purchase submitted earlier by the Open Space Commission. The purchase is for 300 acres of land for $500,000 and two lots at $50,000 for a total of $600,000. The two lots are to be used for Affordable Housing in the future.
Robert McCarthy asked Mrs. Blair to explain the transaction involving the two lots.
Mrs. Blair explained that the lots were to be in a “building envelope” which will be located near the Affordable Housing on Flat Rock Rd. The developed, the purchase price of $100,000 will be paid back to the Open Space Acquisition Fund.
All funds for the purchase are coming from that fund.
Barbara Gaudio asked about walking trails. Mrs. Blair replied that they will be utilizing existing woods trails and paths for the most part.

Motion made by Steven Ross to indicate that the Planning Commission is in favor of the the proposed purchase of the McCulloch property.

The motion passed unanimously

Reading and Approval of the March Meeting Minutes
Steven Ross made a motion to waive the reading and approve the March Meeting Minutes as submitted.
Seconded by Barbara Gaudio
Motion passed unanimously

Reading and Approval of the April 4 Site Walk Meeting Minutes
Steven Ross made a motion to waive the reading and accept the Aril 4 Site Walk meeting Minutes as submitted
Seconded by Jon Curtis
Motion Passed Unanimously

Other Business
Barbara Gaudio commented on the CERC presentation she attended. It relied primarily on statistics and those statistics were questioned by some of the people attending. Concern was also expressed about being able to get support for the project from businesses and the public.
