Parks and Recreation Commission Minutes 07/06/2006
Old Lyme (OL) Parks and Recreation Meeting, July 6, 2006

Commissioners present:  Glynn McAraw, Roger Zito, Mary Ellen Garbarino, John Flower, Bill Crandall, Bob Dunn and the Director of Parks and Recreation, Don Bugbee.

Meeting commenced at 7:34 p.m.

Mr. Bugbee summarized the OL Parks and Recreation summer activity:
Forty people are on staff for the summer.
The Day camp was in its second week with 215 kids, 24 staff and 2 supervisors.
After day camp Program at the Lyme Youth Service Bureau had 20 kids for the six week program (double in size from last year).
The Baseball camp conducted by Randy St. Germain was completed after two 1 week sessions with 44 attendees.
The Basketball camp conducted by Tim Gavin comprised 3 sessions: boys grades 3-7 (completed), girls grades 4-8 (next), boys and girls grades K-4 (end of the month).
OL MLS Soccer camp will take place at Town Woods (TW) Park July 24-28.
Lyme MLS Soccer camp took place June 26-30 at TW Park, 120 kids attended.
Tennis lessons start July 10 until mid August.
Rowing sessions conducted by the OL Rowing Association, Middle School group in progress, sessions 1 and 2 for adults and High School students next.
Beaches at Sound View and White Sand are very busy on sunny days.

Mr. Bugbee detailed in two letters (June 27 and July 4) to the First Selectman (Tim Griswold) and the State Troopers (David Todd) recent delinquent behavior (beer cans, etc.) and vandalism to lifeguard stands (extensive damage) at Hains Park and White Sand Beach and damage to the gazebo at White Sands, along with the names of 4 potential suspects.  New lifeguard stands are being built and increased patrolling will take place.

In addition, Mr. Bugbee reported to the State Troopers that vandals damaged the weathervane at the TW field house.  Mr. Dunn contacted Steve Hallahan who stated that he probably can repair the weathervane.

The High School girl’s summer soccer team played a game on field 3 at TW Park after the coach contacted Mr. Bugbee with an urgent one time request since the High School field was improperly lined.

The High School boys summer soccer team coach Kevin Coleman requested to use a TW Park field for 1 practice and 1 game per week during the summer.  Mr. Bugbee related discussions which took place between himself and Ron Tyler of Country Lawn and Garden stating that after heavy spring usage during the spring by lacrosse and soccer teams that at least fields 2 and 3 needed to be repaired during the summer for the upcoming fall soccer season.  Mr. Crandal made a motion (seconded by Mr. Zito?) to close fields 2 and 3 after Monday July 10 (to accommodate a previously scheduled soccer game) for repair until the fields are satisfactorily reconditioned.  This motion passed unanimously.  Mr. Bugbee would discuss the condition of field 1 with Mr. Tyler and then possibly offer the boys team practice and game time on field 1.

Mr. Dunn provided an update on the playground at TW Park. A sandbox and digger for handicapped children still has to be installed.  In addition, the volunteer playground group is dealing with the OL Tree commission about installation and maintenance of a tree to be planted in the fall.  At the request of the First Selectman and Board of Finance the remaining funds ($5,708) from the playground committee will be placed in the general TW Park fund. Funds for the remaining items will then be drawn from the TW Park fund.

A motion to adjourn was made by Mr. Crandall and seconded by Ms. Garbarino and passed unanimously.  The meeting adjourned at 8:26 p.m.
