Parks and Recreation Commission Minutes 04/06/2006
Park and Rec Commission
April 6, 2006
Members:  William Crandall, Mary Ellen Garbarino, Robert Dunn, Glynn McAraw, Chairman, and Donald Bugbee, Director.   Roger Zito arrived at 7:45 pm.
Guests:  M/M Biscoe of 10 Cross Ln.

Meeting started at 7:35pm.

Don recommended that the commission first listen to M/M Briscoes’concerns.
The basketball court at Cross Ln park backs up to the Briscoe’s home.  When they bought their home in 1992 there wasn’t a basketball court.  In 1996 a basketball court was installed which backs up to their property line.  According to the Briscoe’s they were not notified about this.   They have lost their privacy.  For the past 10 years they have lived with :  unrelenting noise, swearing, loud music, after hours use, trash, etc.  The commission will discuss this later in the meeting and make recommendations to the Selectmen.  The Briscoe’s were very appreciative of the efforts made by Don in monitoring the area.  Mr. Griswold has visited the area and made recommendations about erecting a fence and shrubs.   M/M Briscoe would like the court removed and their property restored with deer resistant shrubs, etc.  

Programs:  updates
Summer staff:  95% complete w/ rehiring…only need to replace 2-3 people
Lifeguards:  all coming back
Summer Camp:  need to replace 2 people
Park:  all coming back….Have 35 new applications
Day camp will take place at the High school….starts 6/26 – 1st wk in August.  Jenny McDougall will be in charge
Co-op with LYSB which started last year will continue this year… at the end of day camp last year approximately 20 kids went to LYSB until they were picked up by parents.
Basketball Camp:  all set….Tim Gavin to run…..3 camps K-4 Boys and Girls, July 31 – 8-3…. Girls, 4-8yr. July 10-14…..Boys, 3-7 yrs. June 26-30.
Major League Soccer camp:  July 24-28 Town Woods park 9-noon and 5-8 evenings
Lyme Soccer camp :  June 26 30th  they have their own session
Tennis Clinic:  same as last yr.
Baseball Clinic:  to get back into this venue….June 19-22
Rowing:  Updated info not received yet.
Babe Ruth(East Lyme): $1200 in budget offsets the expenses, each child pays own registration.  Approximately 20 Old Lyme kids participate
Basketball program:  Wed evening, weekly at the High School.
Playground equipment estimate received for Town Woods….this came from playground committee.
Rules for use of Town Woods has been sent to all those who will be using the fields and coming to see games at the fields.
Hains Park:   Digging a new well



A committee is looking into P&R facilities i.e Hains Pk, White Sand Beach and what needs to be done to improve these areas.  The plan is to make these buildings functional for this summer, with paint and minor repairs.
Cross Ln Park:   Plans are to put on a new concession building roof, work to be done by volunteers. Use of the facilities has started for the season.  
Sound View Parking Lot:  needs a little TLC before it opens this year.  Plans are to open the lot  week-ends starting Memorial Day.
Budget:  No problem….waiting approval.
Don spoke about CIRMA program he attended re: summer camp.  Found it to be informative and has schedule for additional sessions for Park and Rec activities which if time allows he will go to.   He will be on vacation April 22 – May 4th
Town Woods Committee to meet May 4th.
Cross Lane Park:  Discussed basketball court site concerns presented by M/M Briscoe this evening.  After a lengthy discussion, a motion was made by Bill Crandall, seconded by Bob Dunn to “present a recommendation to the Selectmen that the Town hire a landscape architect to design a Landscape rendering for the basketball site area on Cross Ln.”   Vote was unanimous.
