Old Lyme Parks and Recreation Commission Meeting Minutes

Present: Don Bugbee (Director), Bob Dunn (Chairman), John Flower (Vice-Chairman), Tim Gavin, Glynn McAraw, Nigel Logan
Absent: Mary Ellen Garbarino, Missy Garvin

  • CALL TO ORDER
Chairman Bob Dunn called the meeting to order at 7:14 PM.

  • APPROVAL OF MINUTES – September 1, 2016
Glynn McAraw moved to accept the minutes of Regular Meeting September 1, 2016 and Tim Gavin seconded the motion. SO VOTED.
  • DIRECTOR’S REPORT – Don Bugbee PROGRAMS
The Youth Soccer programs are under way at Town Woods Park and will continue through mid November. Youth basketball sign-ups will begin in early November and will continue through December and the program will run from January through March 2017.  Adult basketball is underway at the High School on Wednesday evenings and will shortly also begin on Sunday mornings. Yoga is on-going every Wednesday at Mile Creek School.

FACILITIES
Town Woods Park continues to be in good shape and is being used daily during the Fall. The Junior Women’s Club are running the concession stand there to support the Playground Project.

Facilities at White Sand Beach are being kept open for a few more weeks as the good weather continues.   Don opens and closes the bathrooms each day and the plan will be to close them for the winter towards the end of October, depending on weather conditions. Cross Lane and Haines Park bathrooms also are being kept open during the good weather.

Don Bugbee reported that on Monday October 10, 2016 he will be meeting with the new Facilities Director to review with him all Park & Rec. facilities within the Town.

  • OLD BUSINESS
  • Boathouse Update
Change orders continue to be considered by the BHPIC and revisions to the plans are still being

made. Bob Dunn reported that the BHPIC did not approve the most recent requisition from the Architect while negotiations take place over some of the recent change orders.

John Flower reported that construction work is progressing and that the foundation had recently been poured. John explained why aspects of the building design made the existing foundation unsuitable, resulting in the need for a new concrete foundation.

The P&R Commission expressed concern at the large number of unexpected issues that are arising during the construction process, and while they agree that the issues should be fixed in an appropriate way, the Commission expressed hope that the Board of Selectmen will engage in meaningful negotiations with the design professionals to offset some of the expenses the project is incurring as a result of these problems.

Bob Dunn reviewed a recent summary of project expenditures. He expressed concern that the original projection from the January 2016 meeting, that there would be approximately $216K remaining in the budget for phase 2 of the project, now looks unlikely to happen. Phase 2 of the project includes the construction of ADA compliant bathrooms and parking lot, and the construction of a pavilion for general public use.

  • Playground Update
Bob Dunn reported that the Playground Committee held an opening of the renovated TWP playground, attended by many parents, town officials and others representatives including State Rep. Devin Carney. The P&R Committee expressed admiration for the energetic way the Playground Committee has progressed the project and restated the support they have for the project.

  • NEW BUSINESS
  • Proposed Boathouse lease agreement with District 18
Bob Dunn reported that, to date, he has received no updates from the First Selectwoman concerning the timing of the meeting with District 18 representatives to discuss terms of the lease agreement.

  • Membership of the Park & Recreation Commission
Bob Dunn reported that the terms of several members of the P&R Commission are due to expire in January 2017, and encouraged those who wish to be considered for a further term to inform the Selectman’s Office accordingly.

  • Response to Recent Letter to Editor of the Day
The P&R Committee discussed the recent letter to the editor of the Day from Ms. C. Fuchs which referred to the P & R Committee. It was agreed that no response was necessary or appropriate.

Tim Gavin moved and Glynn McAraw seconded to adjourn the meeting at 8:05 PM. SO VOTED. The next meeting of this Commission will be on November 3, 2016 at 7:00 PM.
