Meeting Minutes
Thursday, May 5, 2016


Present:  Don Bugbee (Director), Bob Dunn (Chairman), John Flower (Vice-Chairman),
Mary Ellen Garbarino, Missy Garvin, Tim Gavin, Glynn McAraw
Absent:  Nigel Logan
Guests:  Candace Fuchs

1.  CALL TO ORDER
Chairman Bob Dunn called the meeting to order at 7:00 PM.


2.  APPROVAL OF MINUTES – April 7, 2016
Glynn McAraw moved and Tim Gavin seconded to accept the minutes of Regular Meeting April 7, 2016 with one correction.  Under NEW BUSINESS (Boathouse Update) 2nd paragraph to change one word in the second sentence to “aesthetic”.  SO VOTED.


3.  DIRECTOR’S REPORT – Don Bugbee

PROGRAMS
All Summer Programs are set to go except for Lacrosse Camp where the dates are still being decided upon. Everything is listed on the Town website and signups are going on now.  Adult basketball and Yoga will be ending soon.  Summer Staff is all hired and day camp set-up and training is scheduled at the beginning of June.  Parking attendants will be starting on weekends in a week or two depending on the weather.  Life Guards will be starting as soon as possible depending on the weather.  

FACILITIES
White Sand Beach
The roof on the White Sand Beach bathhouse has been replaced.  The water should be turned on next week (weather dependent).  The beach has been cleaned up a couple of times already by Public Works.  The LYSB schedule for summer activities has been set.  

Cross Lane Park
Little League had their opening day last weekend.  Bathrooms are operational.  Public Works moved some rocks around, allowing for more parking.  



Tennis Courts
Don reported on the three estimates he had received for repairs to the tennis courts.  There was a $10,000 difference between the lowest and the highest bidders.  Don will call the two lowest bidders to talk some more.  Scheduling will be important, as we hope to get the work done by the end of this budget year.  Don will be presenting his information to the Selectmen and a decision will be made.

Hains Park Bathhouse
The Hains Park Bathhouse is operational.

Town Woods Park
Dan Jones, who is the new contractor, in Don’s opinion is doing a great job.  He and Don have discussed doing some improvements and he was very receptive.  The bathrooms are operational.  Don will look into the soil testing that was done and follow up with Bonnie Reemsnyder.

Soccer, lacrosse, baseball and softball are all going on at the park.  
Don will be meeting again tomorrow with the Little League representative to discuss the Little League running the concession stand this spring.

The new playground equipment, including the replacement ADA swing, will arrive May 10th and will be installed May 14/15 weekend.

The Garden Club, Tree Commission and Junior Women’s Club collaborated and planted four new trees behind the playground area at TWP and also planted a new tree in front of the Town Hall.  


4.  OLD BUSINESS
a. Boathouse Update
John Flower reported that the handicapped parking was discussed at the last Boathouse Committee meeting.   The Committee inquired as to what the surface needed to be. According to John, there is no surface material listed in the building code.  It states that the surface has to be a firm surface all the time.  John stated that because of this, the surface should be pavement or concrete.  Bob Dunn stated that he was not at the meeting, but read in the minutes where the contracts for the bidding process had gone off to Garcia and Milas for their review. When State money is being used, there are different rules that must be followed.

John Flower reported that the Boathouse Committee approved that he, Bob Dunn and Don Bugbee be the sub-committee to work with a design professional to develop a renovation plan for the bathhouse.  They would report back to the Committee.

The Boathouse Committee is going before the Zoning Commission next Monday for a Special Permit Application for an Expanded Boathouse in Hains Park.  John Flower and Bob Dunn drafted a letter to the Zoning Commission expressing the concern of the Parks and Rec Commission that the current application before the Zoning Commission is not the complete plan.  Missing from the partial plan are the handicapped parking and walkways, renovation of the Bathhouse making it ADA compliant, and installation of a pavilion.  The PRC has requested the Boathouse Committee complete a full project plan with a cost estimate that is within budget prior to PRC approval.  The letter was reviewed by the Commission and approved.  

b. Replacement of ADA Swing at Town Woods Park
A replacement ADA Swing for the playground at Town Woods Park will be delivered on May 10 and installed shortly thereafter.  The Commission thanked Missy Garvin and Don Bugbee for jumping on this so quickly and appreciates all the help from Public Works.

c. Bocce Courts at Sound View
At the PRC meeting on April 7, First Selectwoman Reemsnyder stated that she would like to see the Bocce Courts at Sound View fall under the responsibility of the PRC and that they were in need of some maintenance.  All Commissioners had stopped to see the courts.  The general consensus was that the courts look very good, including the benches.  It was believed that the Town Crew has been taking care of them.  Don reported that as long as he has been the Director, they have not fallen under his responsibility.  There is a line item in the Sound View Commission budget for the maintenance of the courts and it would appear that they are responsible for them.  The PRC feels that responsibility of the courts needs to be addressed so that all involved are on the same page.  Representatives from the Sound View Commission and First Selectwoman Reemsnyder will be invited to the next PRC meeting to discuss this matter.


5.  NEW BUSINESS
a. Copy of current STEAP Personal Services Agreement
This item was tabled as Bob Dunn had not received a copy yet.

b. Lease Agreement between the Town and Regional District 18
This item was tabled until this becomes more concrete.

c. Other New Business – Bathhouse Update
John Flower presented several drawings done by Jerry Karpuska of Old Lyme of the proposed Bathhouse at Town Woods Park.  Jerry volunteered his service.  The Commission agreed that Plan 4 was what they liked best.  The proposed copula would match the ones on the new boathouse.  The Commission expressed their thanks to Jerry for his work.  


6. CORRESPONDENCE
A response letter was addressed to Candace Fuchs after review by the Commission this week.  Thanks to Nigel Logan for taking care of this.


7.  PUBLIC COMMENT
Candace Fuchs thanked the Commission for moving forward on the bathhouse project and thinks that the plans look great.


8.  ADJOURNMENT
Missy Garvin moved and Glynn McAraw seconded to adjourn the meeting at 7:47 PM.  SO VOTED.  The next meeting of this Commission will be on June 2, 2016 at 7:00 PM.
