Meeting Minutes
Thursday May 7, 2015

Present: Don Bugbee (Parks & Recreation Director & Commission Secretary), Bob Dunn (Parks and Recreation Chairman), John Flower (Parks and Recreation Vice-Chairman), Mary Ellen Garbarino, Tim Gavin, Nigel Logan, Glynn McAraw  Absent: Missy Garvin

1) Call to order
The Meeting was called to order by Bob Dunn at 7:00 PM.

2) Previous Meeting Minutes
The Minutes from the April 1, 2015 Special Meeting were reviewed.
Mary Ellen Garbarino made a motion, seconded by Glynn McAraw, to accept the minutes as written. The motion passed unanimously.

3) Spring/Summer Program Updates
Don Bugbee gave an overview of current and the upcoming Spring and Summer Programs and Summer Staff hiring. This information will be updated at the next Parks and Recreation Commission Meeting and all current information is listed on the Parks and Recreation Website. Current Programs include Yoga and Adult Basketball. Summer Programs will include the Daycamp and Tennis, Soccer and Basketball Camps.

4) Park Facilities Update
Don Bugbee gave an overview of the Parks and areas. Town Woods Park, Cross Lane Park, Hains Park and White Sand beach are up and running. Baseball, Lacrosse, Rowing and Soccer Programs are actively going on at this time.

Don Bugbee indicated that he was securing estimates for crack repair and resurfacing processes for the basketball and tennis courts at Cross Lane Park. Also, that 2 chain gates had been installed at the baseball and softball fields entrances at Cross Lane Park to prevent cars from parking to close to the fields. The remaining old playground equipment has been removed by Public Works. All of these items were considered safety issues.

5) Old Business
   a) Hains Park Parking Stickers for Rowing Association Members
Bob Dunn initiated discussions about this subject and the email he sent to Selectwoman Reemsnyder listing the Parks and Recreation Commissions recommendations that the Non-Resident Rowers be required to obtain a Sticker (different color than Residents) and that they be charged an additional $25 more than the cost of a residents sticker to park at Hains Park. He referenced the recent Selectmen’s Meeting and decisions made.

The Selectmen voted that the Non-residents would be charged the same fee as a Resident, the Stickers would be printed on purple card stock and they would be required Memorial Day-Labor day between the hours 900 am -500 pm. All details are listed in the Board of Selectmen Meeting Minutes, dated April 26, 2015. Parks and Recreation Commission Members discussed this with Selectwoman Mary Jo Nosal and stated their disagreements with the decision. She stated that the situation could be revisited at the end of the season.

6) New Business
a) AEDs
Don Bugbee indicated that he was going to purchase 5 additional AEDs to be placed at Town Woods Park, Cross Lane Park (2), White Sand Beach and Hains Park. The funds are available in the current Parks and Recreation budget, so no additional funds would be needed. The AED purchases were considered a Safety Issue and the Commission Members all supported the idea.

b) March 30 Sound View Commission Letter
Bob Dunn initiated general discussions concerning the Sound View Commission’s request to the Board of Selectmen to place the management and responsibility of the Sound View area under the direction of the Sound View Commission. Questions concerning having Town owned property operate under the direction of the Sound View Commission were discussed. Bob Dunn asked if there was financial comparison information available with the Kiosks income versus the previous Parks and Recreation operation and income in the town owned Parking Lot. It was suggested that Frank Pappalardo be invited to a future Parks and Recreation Commission meeting to discuss these items.

Mary Jo Nosal provided an update of the Sound View Project status. She indicated that there would be an informational meeting June 9 at the Middle School. It is anticipated that the project would go out to bid by Aug/Sept 2015 and the DOT would start the striping and signage process in the Spring of 2016.

c) Volunteer Playground Committee (TWP and Cross Lane)
Don Bugbee initiated discussions about the meetings he has had with the Playground Committee members and their intentions of upgrading the Playgrounds at Town Woods Park and Cross Lane Park. He suggested that, on behalf of the Old Lyme Parks and Recreation Dept and the Parks and Recreation Commission, that a donation be made towards the fundraising campaign. He will look into available funds within the Parks and Recreation Budget and update the Commission at the next Meeting.

7) Meeting Adjournment
A motion was made by Mary Ellen Garbarino, seconded by John Flower, to adjourn the meeting at 7:58 PM. The motion passed unanimously.
The next Meeting is scheduled for Thursday June 4, 2015 at 7:00 PM.
