Present: Don Bugbee (Parks & Recreation Director & Commission Secretary), Bob Dunn (Parks and Recreation Chairman), Missy Garvin, Nigel Logan, Glynn McAraw
Absent: John Flower, Mary Ellen Garbarino, Tim Gavin
1) Call to order
The meeting was called to order by Bob Dunn at 7:00 PM.
2) Previous Meeting Minutes
The Minutes from the November 13, 2014 Meeting were reviewed.
Glynn McAraw made a motion, seconded by Missy Garvin, to accept the minutes as written. The motion passed unanimously.
3) Programs update
Don Bugbee provided the following Program updates.
Fall Basketball Clinic
This new program ran Monday, Wednesday, Thursday and Friday, Nov 17, 19, 20, 21. Sessions were held at the Middle School Gym, 2:30-4:00 pm. This Pilot Program was open to Girls in Grades 6-8 and was directed by Don Bugbee. There were no fees for the program and 30 Middle School Girls attended.
Winter Youth Basketball
Sign-ups for this Program started on November 3, 2014. The Program is tentatively scheduled to run on Saturdays January 10-March 7, 2015. Sign-ups will run until December 17 and the Coaches Meeting is tentatively scheduled for December 20. Teams will be formed and schedules developed at the Coaches Meeting.
Yoga
Yoga Classes have been recently formed. Fall Sessions are held at Mile Creek School on Wednesdays, from 3:45-4:45 pm. Fall session dates are October 22, 29, November 5, 12, 19, December 3, 10, 17. There is an $80 fee for these classes. Winter and Spring Session schedules will be available by mid December.
Adult Basketball
This Program is ongoing throughout the School year is open to Lyme and Old Lyme Residents. Sessions run on Wednesdays from 630-900 pm and started on September 10, 2014. There is no fee for these sessions. Sunday Sessions started October 19, 2014 from 10am-12 noon at the High School Gym. Fees are collected for these sessions to cover the cost for Custodians.
4) Park Facilities Update
Don Bugbee indicated that the water for all Park Facilities had been turned off and the buildings were closed up for the season.
5) Old Business
Beach Stickers
Don Bugbee indicated that the Commissions previous decision, at the November Meeting, concerning the proposed Beach Sticker System had not yet been discussed with the Board of Selectmen. Updates will be provided at the January Parks and Recreation Meeting.
The previous motion is listed below, as a reference.

The subject of stickers identifying Rowers at Hains Park was discussed separately. Glynn McAraw made a motion, seconded by Mary Ellen Garbarino, to; (a) Current Beach Stickers will be required for all Old Lyme Resident Rowers vehicles, at the current cost, (b) Non Old Lyme Resident Rowers vehicles will require a different sticker (description to be determined), (c) The Non Resident Sticker will cost $20 over the current Resident Sticker cost. The Motion passed unanimously. This information will be submitted to the Board of Selectmen.
Skateboard Park
Don Bugbee indicated that he met with Norman Main, a student at Lyme/Old Lyme High School, and Tony Lynch, from the local Boy Scout Organization, on Friday November 14, to discuss the possibility of building a Skate Board Park in Old Lyme. This is an Eagle Scout project that Norman hopes to complete. Updates will be provided and Norman has requested that he present his project to the Commission at the January Parks and Recreation Meeting.
6) New Business
Missy Garvin indicated that the Cross Lane Playground was in need of refurbishing. Don Bugbee indicated that he agreed and that some of the equipment was previously removed. He would review this with Ed Adanti, Supervisor of Public Works, and report back to the Parks and Recreation Commission at the next meeting.
Hains Park Boathouse
Bob Dunn provided updates on recent developments concerning the Boathouse/Hains Park Improvement Committee. He attended the Board of Selectmen Special Meeting held on December 4, 2014. He indicated that he had been appointed to the BHPIC and there were discussions about adding other people to the BHPIC, including Parks and Recreation Director, Don Bugbee and a Member from the Old Lyme Board of Finance. John Flower, Old Lyme Building Dept and John Rhodes, D18 Facilities Director were added as Ex-Officio Members. Bob Dunn indicated that the BHPIC November 2014 Minutes would be reissued with clarifications. Bob Dunn also indicated that several items relating to the Boathouse Project were not discussed at the Selectmen’s Meeting, including Parks and Recreation involvement on BHPIC decisions, ownership and operation of the
building and the resolution of D18 and the Towns of Lyme and Old Lyme contractual agreements.
The Parks and Recreation Commission discussed items that could be included in the Hains Park Master Plan. These items are summarized as follows:
Basketball Court
*Relocation and/or surface refurbishing
Bathroom upgrades
* Heating Units installed to be able to seasonally open earlier and close later
* Adding changing rooms
* Automatic (timed) door unlocking/locking system
Security upgrades around Buildings and Park
* Cameras
* Motion lighting
Swimming and Dock Areas
* Weed removal and possible dredging
* Dock replacement
Drainage and runoff
* Prevent rain water from washing down (2) entrance roadways and cutting through Beach areas. Water and materials empty into Rogers Lake.
Parking Improvements
* Beach Sticker System for both Resident and Non-Residents Rowers.
* Truck and Trailer turnaround area (defined) near Boathouse.
* Possible parking space markings in the main parking area.
Signage
* Improve and add signage (Park hours, general rules, etc)
* Improve Crosswalk Area on Boston Post Road (Visibility)
Playground
* General improvements/Upgrades to current equipment.
7) Meeting Adjournment
A motion was made by Glynn McAraw , seconded by Missy Garvin, to adjourn the meeting at 8:10 PM. The motion passed unanimously.
The next Meeting is scheduled for Thursday January 8, 2015 at 7:00 PM.
