1) Call to order
The meeting was called to order by John Flower at 7:05 PM.
2) Previous Meeting Minutes
The Minutes from the October 2, 2014 Meeting were reviewed.
Glynn McAraw made a motion, seconded by Mary Ellen Garbarino, to accept the minutes as written. The motion passed unanimously.
3) Programs update
Don Bugbee provided the following Program updates.
Youth Fall Soccer
The 8 week Fall Soccer Program ended, for the season, on Saturday November 1, 2014.
Yoga
Yoga Classes have been recently formed. Fall Sessions are held at Mile Creek School on Wednesdays, from 3:45-4:45 pm. Fall session dates are October 22, 29, November 5, 12, 19, December 3, 10, 17. There is an $80 fee for these classes. Winter and Spring Session schedules will be available by mid December.
Adult Basketball
This Program is ongoing throughout the School year is open to Lyme and Old Lyme Residents. Sessions run on Wednesdays from 630-900 pm and started on September 10, 2014. There is no fee for these sessions. Sunday Sessions started October 19, 2014 from 10am-12 noon at the High School Gym. Fees are collected for these sessions to cover the cost for Custodians.

Fall Basketball Clinic
This new program will run Monday, Wednesday, Thursday and Friday, Nov 17, 19, 20, 21. Sessions will be held at the Middle School Gym, 2:30-4:00 pm. This Pilot Program open to Girls in Grades 6-8 and will be directed by Don Bugbee. There are no fees for the program.
Winter Youth Basketball
Sign-ups for this Program will start on November 3, 2014. The Program is tentatively scheduled to run on Saturdays January 10-March 7, 2015. Sign-ups will run until December 10 and the Coaches Meeting is tentatively scheduled for December 13. Teams will be formed and schedules developed at the Coaches Meeting.
4) Park Facilities Update
Don Bugbee provided the following Facilities updates.
White Sand Beach, Hains Park and Cross Lane
The water for these facilities has been turned off for the season and the buildings are closed up.
Town Woods Park
The Park is still open and the fields are in use by Club Soccer for one more weekend. The water is scheduled to be turned off shortly, dependant on the weather. Most of the Soccer Goals have been removed and the fields are being aerated and over seeded. Dependant on the weather, the Park is usually closed December-February.
5) Old Business
Beach Stickers
There was a general discussion by the Commission Members concerning several issues relating to the Beach Stickers at our Town facilities. These items include; stickers not attached to windshields, stickers not matching the vehicles license plate and a (new) sticker system that will identify members of the Rowing Organization, both residents and non-residents, parking at Hains Park. Don Bugbee indicated that the current method of handling typical beach sticker violations would be sufficient.

The subject of stickers identifying Rowers at Hains Park was discussed separately. Glynn McAraw made a motion, seconded by Mary Ellen Garbarino, to; (a) Current Beach Stickers will be required for all Old Lyme Resident Rowers vehicles, at the current cost, (b) Non Old Lyme Resident Rowers vehicles will require a different sticker (description to be determined), (c) The Non Resident Sticker will cost $20 over the current Resident Sticker cost. The Motion passed unanimously. This information will be submitted to the Board of Selectmen as soon as possible.
6) New Business
Skateboard Park
Don Bugbee indicated that he will be meeting with Norman Main, a student at Lyme/Old Lyme High School, and Tony Lynch, from the local Boy Scout Organization, on Friday November 14, to discuss the possibility of building a Skate Board Park in Old Lyme. This is an Eagle Scout project that Norman hopes to complete. Updates will be provided.
Hains Park Boathouse
John Flower provided an overview, and the current status, of the Hains Park Boathouse Project and Hains Park Master Plan.
He first discussed the informal meeting held on Sunday October 19, 2014, that was attended by various Parks and Recreation and BHPIC Members. The Minutes of this informal meeting are included as Attachment 1 to these Parks and Recreation Commission Meeting Minutes.
General discussions ensued on the following items;
a) There have been several site plans developed and each subsequently scrapped (at a cost).
b) The Bid Documents were issued and subsequently retracted after determining the Building was now considered an Educational Facility per State Code. This was determined at a Meeting held and attended by Members of the Old Lyme Board of Selectman, Building Department and Fire Marshall; District 18 Facilities Director, BHPIC Members and Project Architects. The Building Plan is now a total redesign. Mary Jo Nosal indicated that the BHPIC has not met since these developments, but there have been general discussions about the Project.

c) The development of the Hains Park Master Plan. There has been no discussion, or inclusion with the Parks and Recreation Commission about this. A Proposal was drafted and discussed describing recommendations for the Master Plan and Boathouse Project, in regards to Committee Members. Nigel Logan made a motion, seconded by Tim Gavin, to accept the Proposal and present it to the Board of Selectmen at their November 17, 2014 Meeting. John Flower will attend the Meeting. The Motion passed unanimously. The Proposal Recommendations are included as Attachment 2 to these Parks and Recreation Commission Meeting Minutes.
7) Meeting Adjournment
A motion was made by Glynn McAraw , seconded by Mary Ellen Garbarino, to adjourn the meeting at 8:15 PM. The motion passed unanimously.
The next Meeting is scheduled for Thursday December 4, 2014 at 7:00 PM.
