Meeting Minutes

Present: Don Bugbee (Parks & Recreation Director & Commission Secretary),

1) Call to order
The meeting was called to order by John Flower at 6:57 PM.
2) Previous Meeting Minutes
Minutes from the June 5, 2014 and August 7, 2014 Meetings were reviewed.
Reminder… The July 3, 2014 Meeting was cancelled.
Mary Ellen Garbarino made a motion, seconded by Glynn McAraw to accept the June 5, 2014 Minutes. The motion passed unanimously.

3) Program updates
Don Bugbee provided the following Program updates.
Summer Staff and Programs
All Summer Staff have left for the season and all Summer Programs have ended.
Youth Fall Soccer
Sign-ups for Youth Soccer have started and will run through September 5. There is a tentative coaches meeting scheduled for September 6 to make the teams and schedules. Lyme Residents sign up through Lyme Parks and Recreation and will be included in the teams. The tentative season is September 13-November 1. The program will be held at Town Woods Park.
Adult Basketball
This Program is scheduled to start Wednesday September 10, 630-900 pm, at the High School Gym. The Program will run on Wednesdays throughout the school year.
Sunday Basketball sessions are scheduled to start in December, 10am-12 noon, through March.
Yoga
To date there has been no Yoga Classes added and no Instructors interviewed.
Basketball Fundamental Instruction Sessions
This new program is currently still being developed. The session dates, times and fees have not yet been determined. The initial program will probably be open to Girls in Grades 4-8 and will be held at the High School or Middle School Gyms. Actions ongoing.
Swimming
The Lyme Parks and Recreation currently has an Open Swim Session on Saturday evenings at the East Lyme Aquatics Facility. These sessions are now open to Old Lyme Residents and we will be looking into our own sessions or a joint venture with Lyme Parks and Recreation. Actions ongoing.
Beach Stickers
Prior to next season, there are several issues concerning the beach sticker process that need to be address by the P&R Commission and the Board of Selectmen. These items include stickers not attached to windshields, stickers not matching the vehicles license plate and a (new) sticker system that will identify members of the Rowing Organization, both residents and non-residents, parking at Hains Park.
Actions ongoing.
4) Park Facilities Updates
Don Bugbee provided the following Facilities updates.
Beach and Park Areas
The Public Works Department recently painted the Bathroom Buildings at White Sand Beach and Hains Park. The Parking Lot at White Sand Beach will have crack repairs done either this Fall or early Spring. There is also a need to replace the roof on the White Sand Beach Bathroom Building and estimates will be secured before the Budget process begins in November.
Town Woods Park
The grass is growing fairly well and is ready for the Fall activities. The Lyme/Old Lyme Soccer Club has started practicing at the Park Monday-Friday and Games are scheduled starting this weekend. Ron Tyler is pleased overall with how the fields are coming along with the current methods.
Bob Dunn had previously discussed the possible need for additional Video Surveillance signs for the Park. These signs will be purchased and installed as needed.
Bob Dunn had previously discussed the issue of Grub Treatment at the Park. There hasn’t been any recent grub treatment applications at the Park. An action item was assigned to Don Bugbee to discuss this subject with First Selectwoman, Bonnie Reemsynder. Discussions are ongoing with the First Selectwoman and Ron Tyler.
Hains Park Boathouse Project
During the discussions about the Boathouse Project, there were concerns from the Parks and Recreation Commission concerning the Boston Post Road crosswalk and need for additional signage. Action was assigned to Don Bugbee to discuss this with First Selectwoman, Bonnie Reemsynder. This was discussed and it was concluded that this is a State of Connecticut Road, and therefore under their jurisdiction. It will however be addressed by the Selectwoman to the Hains Park Committee.
5) Old business
Don Bugbee indicated that the Town Clerk did not have a list of the 2014 scheduled Parks and Recreation Commission Meetings. Action assigned to Don Bugbee to discuss this with the Town Clerk, as Bob Dunn indicated that the list had been previously provided. Action for this item has been completed and all meetings are currently listed.
6) New Business
The Nor-Easters Lacrosse Club had requested to use Town Woods Park for Fall Clinics. The Committee discussed this situation and there was no decision made at the meeting. Action ongoing.
John Flower commented on the recent untimely passing of Lee Duran of Lyme. The Commission wanted to extend their condolences to Lee’s family and publically thank him for his services to the Towns of Lyme and Old Lyme for serving on the Town Woods Park Phase 2 Building Committee.
7) Meeting Adjournment
A motion was made by Glynn McAraw, seconded by Mary Ellen Garbarino, to adjourn the meeting at 7:26 PM. The motion passed unanimously.
The next Meeting is scheduled for Thursday October 2, 2014 at 7:00 PM.
