Park and Rec Commission
May 2, 2013
Members:  Robert Dunn, Chairman, John Flower, Roger Zito, Timothy Gavin, Mary Ellen Garbarino and Donald Bugbee, Chairman.  Glynn McAraw arrived at 7:40pm.  Missy Garvin absent.

Meeting started at 7:30 pm.

Clarification of COI (Certificate of Insurance).  Correction to “March minutes” s/be
“February minutes”.  No meeting in March due to weather.
Minutes of the April meeting unanimously approved with the corrections.  Motion made John Flower, second Tim Gavin.
Programs:
Adult (Sunday) basketball finished.  Wednesday adult basketball ongoing to June 5th.
Yoga, in 5th session, thru May 29th.
Summer Programs:  info on Web site…sign-ups started 6/1/13…see handout attached.
Summer Staff:  not quite finished…have 4 openings to be filled….has 6 very good candidates.
Safety Committee:  last meeting 3/29/13….meets quarterly.
Facility Committee:  met 4/18/13…discussed maintenance, etc of buildings and fields.
Town Woods:  Operating Committee has been resurrected.  Members are Don Bugbee, Chrmn., Glynn McAraw, Jason Thornton, Lyme P&R Director, Wendy Cacillio, Anna Silverberg.  Met with Selectwoman Reemsnyder, who went over things and where we’re at now.  Don met and walked the fields with Ron Tyler, Anna Silverberg, and rep for Jerry Silver, who is an expert on field maintenance.  Next step is to understand budget as it has been altered/changed.  Need to have a plan and to have the budget to do it.  Don feels the fields are looking better….this could be due to the level of play on the fields which has been considerably lower.  High School are not playing there…soccer club using different fields….Adult soccer moved to field in Waterford.
It was noted that the grounds were cleaned up at Town Hall last week and that some of the materials put done were Preen and fertilizer.  It was materials such as these that were being used at Town Woods park, which created a ban on their use at the park, and led to the deterioration of the grass on the playing fields.  This brought  some of the Park and Rec Board members to question about a “double standard” being in place and there should be more consistency.
Discussed changing the start of P& R meetings.  After discussion a motion was made by Glynn McAraw, seconded by Mary Ellen Garbarino to change “the starting time to 7:00 pm. All were in favor.   New time will start with the June 6, 2013 meeting.
Roger brought up about the board members receiving free beach passes.  This was a subject a few years back, and nothing came of it.  It was felt by some “that you are a volunteer and shouldn’t expect any kind of compensation.”
New Business:  Don had a request to provide money to refurbish the boys Baseball field at Town Woods Park.  Estimate $4300. materials, Little League would supply the labor.
There is appox. $18,000 in the Town Woods Fund.  It was suggested to take it from that fund, as it is set up to be used for the improvement and enhancement of the park..

Questioned the condition of the girls fields.  Ron Tyler was working on them this week.  He has no problem with the Little League doing it.
Motion to spend $4300. for the enhancement of the Boys Little League Baseball field and to take the money from the Town Woods Park fund.  Motion made by Roger Zito seconded by John Flower.

There is a situation going on reclassifing employees i.e exempt or non-exempt.
Exempt you’re a salaried employee….non-exempt your hourly.
Don has been left as an exempt employee….however, he will be changed to both depending upon the time of the year.  The Town Labor Attorney has said this can be done.  Suggested questions should be addressed to the Department of Labor.
