Parks and Recreation Commission Minutes 02/07/2013
Park and Rec Commission
February 7, 2013
Members:  Robert Dunn, Chairman, John Flower, Timothy Gavin, Roger Zito, Mary Ellen Garbarino and  Missy Garvin and Selectwoman Mary Jo Nosal.  Absent were Glynn McAraw and Director Donald Bugbee.   

Meeting started at 7:30 pm.
Minutes of the January, 2013 meeting unanimously accepted as written.
Clarification of the 5th line starting with “Don suggested that a game schedule be made and given to him”......changed to “Jamie will make a game schedule and give it to Don.”
Clarification of 7th line “He also informed him of “ …..changed to “Don also informed Jamie of the towns need to have, etc.”
Program Update given by Bob in Don’s absence:
Winter Youth Basketball:    in progress thru March 2nd.
12 teams playing….K-6th grade….8:30 am – 12:30 pm.  Saturday….income $3,055.
Adult Basketball:  2 sessions
1st)  on Wednesdays…6:30 pm – 9:00 pm…Middle School gym…Sept-June…no fee.
2nd) on Sunday….10am – noon…High School gym….Jan- Mar…cover fees from participants to cover janitorial service.
Yoga:  Wednesday…..7-8:15 pm…Middle School gym….into session 3, which goes to Feb 20th.   Session 4……Feb 27 – April 3….Session 5…..April 10 – May 9….Fees $9.00 per session…$11.00 drop in fee.
Budget:  budget approved as presented by Board of Finance…..Don voiced his concern that seasonal employees have not been given a salary increase for several years.
5 year Capital Budget….Don will discuss with members at the next Park and Rec meeting.
Safety Committee:  Don is chairman…..Meetings have been scheduled quarterly for 2013.
Facilities Committee:  Don is a member.  2013 schedule of meetings has yet to be received.  
Don and John went over the 2012 Lacrosse master schedule as provided by Jamie Childs
to see how the fields were split up for use.  It appears the Lacrosse Club did a good job of spreading things about across the board.  Tracking the numbers, times, & places played, show that there were practices and games as follows:
Town Woods……………….159 events……………….35%
Outside of Old Lyme ………280 events……………….62%
District #17 fields…………..  10 events……………….   2%
Reviewed a color graphic and it was in favor of Old Lyme/Lyme…..showing more away games, than home games in 2012.    Noted that “a practice is harder on a field, than a game.”
Roger asked about cleaning and security at Town Woods Park.  The Town has a cleaning service that services the area and review of the tapes from security cameras show very little activity there.   More cameras have been added for better viewing of all areas.
Selectwoman Nosal brought up the need for liability insurance by the sports clubs that use Town Woods Park.
