Meeting Minutes
Thursday, November 1, 2018
Present: Bob Dunn (Chairman), Don Bugbee (Director), John Flower (Vice-Chairman), Mary Ellen Garbarino, Tim Gavin, Glynn McAraw, Brendan McKeever

1. CALL TO ORDER
Bob Dunn called the meeting to order at 7:00 PM.
2. APPROVAL OF MINUTES – October 4, 2018
Glynn McAraw moved to accept the minutes of Regular Meeting October 4, 2018 and Tim Gavin seconded the motion. SO VOTED.
3. PRC APPOINTMENT RENEWALS
Tim Gavin and Missy Garvin’s terms on the PRC will need to be renewed in January of 2019. Tim stated that he advised the BOS that he would like to be appointed. It is unknown if Missy Garvin will accept reappointment, and the Commission is hopeful that she will. Don Bugbee will be in touch with Missy.
4. DIRECTOR’S REPORT – Don Bugbee
PROGRAMS
All information is available on the Town Website under Parks and Recreation.
Fall Soccer has been extended one week (due to bad weather during the season) to this coming weekend weather permitting. If games are cancelled again due to inclement weather, they will not be rescheduled.
Adult Basketball is held on Wednesday evenings and will run through June 2019. Sunday Adult Basketball will begin November 4, running through late March.
Yoga session one will be ten weeks long, ending December 12, and held at Mile Creek School on Wednesdays. Later sessions will begin in January (to be determined).
Body Back Fitness is held on Tuesdays and ended October 30. More sessions are planned for November and December.
Youth Basketball sign-ups will run through November 16, with the program beginning in early January.
FACILITIES
White Sand Beach building is closed up and the water is turned off. Public Works has been cleaning up storm damage from last weekend’s storm. Hains Park building is closed up and water is turned off. Cross Lane Park water is turned off and the building is closed up. The Little League still needs to attend to some things. Town Woods Park water will be turned off next week, goals and trash / recycling receptacles will be stored until Spring. Building will be closed up, but the gate will remain open depending on weather.
SAFETY COMMITTEE REPORT
Don reported that on Tuesday the mock OSHA inspection by the Town’s insurance company was held. The Park facilities were inspected. Parks and Recreation and the Town did very well. Little League storage in the building needs some attention and Don will work with them in the near future once he gets the full report.
BUDGET ITEMS
Cross Lane basketball and tennis courts are in need of repair / replacement. Don is meeting with a company next Wednesday to get estimates for said work. These estimates are needed in preparation for the upcoming budget, with work to be done after July 1, 2019. Don still needs estimates from Missy Garvin for the White Sand Beach handicapped accessible beach mat and chair. Budget items for next year are due by December 1.
There was a discussion about the damage done at TWP by moped (s). The repairs are done.
5. OLD BUSINESS
a. Boathouse Driveway Update
Bob Dunn reported that he had spoken with Phil Parcak and asked him for an update on redoing the driveway due to drainage issues, and Phil said that this will be re-visited in the Spring.
b. White Sand Beach Mat Update
Missy Garvin was not in attendance, therefore there was no update on this. This item will be tabled until next meeting.
c. Cross Lane Playground Update
Missy Garvin was not in attendance, therefore there was no update on this. This item will be tabled until next meeting.
6. NEW BUSINESS
a. Hains Park Bathroom Committee
Bob Dunn had sent the latest meeting minutes of the Hains Park Bathroom Committee to the Commissioners. The latest idea is not to save the slab, and change the position of the building. They will need to go through Zoning to do this. The idea is to turn the building 90 degrees so that it is facing the water, and move it back some. It is hoped that this same bathroom building plan could be used at White Sand Beach when the time comes.
b. Any Other New Business
Bob Dunn reported that the Bathroom Committee still does not have a member of the Board of Finance on the Committee as this Commission recommended. He has sent an email to Bonnie Reemsnyder, the Selectmen and Andy Russell reminding them of this Commission’s recommendation.
There was a discussion on the request of CT Valley Homes to leave some units overnight in January at Town Woods Park as they are building a house on Rogers Lake Trail. Don will suggest they consider the Roger’s Lake Clubhouse parking lot.
7. PUBLIC COMMENT – None
Glynn McAraw moved, and John Flower seconded, to adjourn the meeting at 7:45 PM. SO VOTED.
The next meeting of this Commission will be on December 6, at 7:00 PM.
