Meeting Minutes
Thursday, October 4, 2018
Present: Bob Dunn (Chairman), Don Bugbee (Director), Mary Ellen Garbarino, Missy Garvin, Tim Gavin, Glynn McAraw, Brendan McKeever
Absent: John Flower (Vice-Chairman)

1. CALL TO ORDER
Bob Dunn called the meeting to order at 7:00 PM.
2. APPROVAL OF MINUTES – September 13, 2018
Tim Gavin moved to accept the minutes of Regular Meeting September 13, 2018 and Missy Garvin seconded the motion. SO VOTED. Bob Dunn gave a special thanks to Cathy Frank at Town Hall and Mary Ellen Garbarino for the help in getting some documents (addendums) posted to the Town Website for this Commission.
The Commission welcomed Brendan McKeever as its newest member. Brendan is a life-long Old Lyme resident who been involved in Parks and Recreation activities from a childhood sports participant, to a young adult daycamp counselor, and to coaching sports teams as an adult. Brendan lives in Town with his wife and two sons.
3. DIRECTOR’S REPORT – Don Bugbee
PROGRAMS
All information is available on the Town Website under Parks and Recreation.
Fall Soccer is heading into its fourth week with a total of seven weeks.
Adult Basketball is held on Wednesday evenings and will run through June 2019. Sunday Adult Basketball will begin early November running through March / early April 2019
Yoga session one will be ten weeks long, September 26 – December 12, and held at Mile Creek School on Wednesdays. Later sessions will be after Christmas.
Body Back Fitness began on September 11, held on Tuesdays only, running through October 30. Later sessions to be determined.
Youth Basketball sign-ups will start on October 15, with the program beginning in early January.
Don reported that he had completed an online training through Safe Schools for bloodborne pathogens, bullying recognition, health emergencies: life-threatening emergencies, and sexual harassment. He also attended an Active Shooter Training Class in Essex. There was a discussion about school safety concerns after hours and during the summer months when programs take place in the schools.
Don is the Chairman of the Town Safety Committee that meets quarterly. He reviewed the responsibilities of this committee. Don reported that the Town Insurance Carrier will run mock OSHA inspections starting on October 19 on all Town facilities.
All Town facilities are still open and operational. The water is normally turned off late October - early November. There was vandalism at Hains Park bathroom where the sink was torn off the wall in the ladies’ room. This is the second time this was done this year. The same happened to the men’s room last year.
Don will be getting estimates to repair / resurface the Cross Lane Park tennis and basketball courts.
Budget season is quickly approaching, and Don asked the Commissioners to send any input they may have to him. There was a discussion of a new line item under Capital Expense that will allow the Commission to roll over money added in that line item from year to year allowing a build-up of funds to put towards larger items. Don asked the Commissioners to give some thought to this.
Don asked the Commissioners to think about adjusting the program fees for next year. They have remained the same for many years. There was a discussion, and this will be addressed in the new year.
There was a discussion regarding online registrations and Don reported that the Town is presently looking into this.
4. OLD BUSINESS
a. Boathouse Driveway Update
There was no update available from Phil Parcak to Bob Dunn at this time.
b. White Sand Beach Mat Update
The purchase of an ADA accessible Beach Mat for White Sand Beach will be added as a budget item in the next budget.
c. Cross Lane Playground Update
Missy Garvin reported that the fencing still needs the decorative touches added, the need for signage, and she thanked Don Bugbee for getting garbage and recycling receptacles for the playground.
There was a discussion about having better accessibility to the ADA playground from the parking area.
5. NEW BUSINESS
a. New Hains Park Bathroom Committee
A new Committee has been formed and the members are Rick Caulkins, Skip Sibley, Don Bugbee, Mark Wayland, Bonnie Reemsnyder and Phil Parcak. The Parks and Recreation Commissioners believe that there will be good communication from this new committee to this Commission. It was the consensus of the Commissioners to recommend to Phil Parcak to add a member of the Board of Finance to the Hains Park Bathroom Committee. Bob Dunn will send a letter to Phil with this recommendation.
b. Any Other New Business
There was no other new business.
6. PUBLIC COMMENT – None
Missy Garvin moved, and Mary Ellen Garbarino seconded, to adjourn the meeting at 7:45 PM. SO VOTED.
The next meeting of this Commission will be on November 1, at 7:00 PM.
