Meeting Minutes
Thursday, September 13, 2018


Present:  Bob Dunn (Chairman), Don Bugbee (Director), Mary Ellen Garbarino, Missy Garvin, Tim Gavin

Absent:  John Flower, (Vice-Chairman), Glynn McAraw

Guests:  


1.  CALL TO ORDER
Bob Dunn called the meeting to order at 7:00 PM.

2.  APPROVAL OF MINUTES – July 5, 2018
Mary Ellen Garbarino moved to accept the minutes of Regular Meeting July 5, 2018 and Bob Dunn seconded the motion.  SO VOTED.  

3.  DIRECTOR’S REPORT – Don Bugbee
PROGRAMS
Don Bugbee reported that all the summer programs have ended and he thanked all the employees and people who helped make it a very successful summer.

Adult Basketball on Wednesday evenings started on September 5 and will run through June 2019.  Sunday Basketball will begin in late October or early November running through March / early April.

Yoga session one will be ten weeks long, September 26 – December 12, and held at Mile Creek School on Wednesdays.  Later sessions will be after Christmas.

Body Back Fitness will began on September 11, held on Tuesdays only, running through October 30.  Later sessions to be determined.

Fall Soccer is starting this Saturday with 195 kids signed up so far.  This will be seven weeks long.  Teams are co-ed and participants are Pre-K through Fifth Grade.

4.  OLD BUSINESS
a. Boathouse Phase One Update
There was a discussion about what is still needed to be done.  Phil Parchak, Facilities Manager, is aware of the remaining drainage problems and Bob Dunn will speak with him and ask about future plans.  The Commission still has questions about the driveway that leads to the boathouse.  

b. Hains Park Improvements, PRC Committee Status
The Park and Rec Sub-Committee has dissolved.  A new Hains Park Improvements Committee is being formed.  There was a review of what still needs to be done, including the bathhouse, widening of the entrance of the main driveway, redo of the driveway leading to the boathouse to redirect the water coming off Route 1, ADA parking and paths for ADA accessibility to all things, underground electric, plumbing redone.

The PRC will expect to approve under Section 20-8 all proposed improvements planned for the Park.  The need for a new well will be a separate issue paid for by the Town and not Hains Park Funding.

c. Cross Lane Playground Update – Fencing
Missy Garvin reported that the fencing is complete but signage is still needed.  There is still money left to pay for this.


5.  NEW BUSINESS
Missy Garvin spoke of the need for a ADA accessible mat that would provide a path from the parking lot at White Sand Beach down to the high tide line.  She had received an estimate for said mats from Deschamps Mat Systems for (two) 5-foot by 100-foot mats.  The cost was just slightly over $7,000.  These mats would be placed during the summer season and removed and stored at other times of the year.  There was a discussion about placing the mats on the east side of the beach and relocating one of the two handicap parking spaces to that area of the parking lot.  The Commission agreed that this should be added to the budget for fiscal year 2019-20.  

a. Nigel Logan Resignation – New Commissioner Recommendation
As of August 31, 2018 Nigel Logan resigned from this Commission.  He and his family have moved out of state.  Bob Dunn spoke of Nigel’s dedication to Parks and Recreation and all agreed that he will be missed and wish Nigel and his family well.

A Town Resident has applied to become a member of this Commission and all are in favor of his appointment by the BOS.  Bob Dunn will notify Bonnie Reemsnyder of the Commission’s support of this appointment.

c. Any other New Business
Missy Garvin spoke of several things that needed attention at the new Cross Lane Playground.  Tree droppings, mulch ending up on the rubber mat, and the need for garbage receptacles closer to the playground.  Don Bugbee will speak to public works.


6. PUBLIC COMMENT – None      


Mary Ellen Garbarino moved, and Missy Garvin seconded, to adjourn the meeting at 8:05 PM.  SO VOTED.  

The next meeting of this Commission will be on October 4, at 7:00 PM.
