Meeting Minutes
Thursday, May 4, 2017


Present:  Don Bugbee (Director), John Flower (Vice-Chairman),
Mary Ellen Garbarino, Missy Garvin, Tim Gavin, Nigel Logan, Glynn McAraw

Absent:  Bob Dunn
Guests:  

1.  CALL TO ORDER
John Flower called the meeting to order at 7:11 PM.


2.  APPROVAL OF MINUTES – April 6, 2017
Tim Gavin moved to accept the minutes of Regular Meeting April 6, 2017 and Missy Garvin seconded the motion.  SO VOTED.


3. OLRA Update
Don Bugbee reported that he had met with Greg Hack, OLRA President, to review procedures.  Greg will be attending the June Parks and Recreation Commission meeting.  Don gave a review of what he and Greg had gone over at their meeting which included the Facilities Usage Forms for Spring, Summer and Fall.  Greg provided Don with a list of rowing activities up through August.  


4.  DIRECTOR’S REPORT – Don Bugbee
SUMMER PROGRAMS
Spring and Summer Program sign-up forms are available online and at Town Hall.
Programs are all listed on the Town Website.
Summer staff hiring is still ongoing.
A First Aid Training Day for all Employees is scheduled for either May 20 or June 10.
Daycamp will run from June 19 – July 28
After Daycamp program:  Run by LYSB
Wildcat Basketball Camps:  Boys Grades 3-7 July 10-14 and Girls Grades 4-8 July 17-21
Tennis Camps:  July 24-27 and July 31-August 3
Anticipated Camps:  UK Soccer, Lacrosse, Baseball and Softball
Rowing Program:  Rogers Lake (Old Lyme Rowing Association)

FACILITIES
Cross Lane Park is getting lots of use.
Hain’s Park is packed with rowers.
Town Woods Park is busy with Soccer and Lacrosse Teams. Fields look great.
The recent vandalism at Town Woods Park was discussed.


4.  OLD BUSINESS
a. Boathouse Update
John Flower stated that he as Building Official had issued the Boathouse Project a temporary CO with a list of items that need to be completed by May 8.  To date only one of the items will not be complete by that time and the Committee will need to submit in writing to the Building Department an application for an extension.  There was a discussion.  

b. Proposed Boathouse Lease Agreement with District 18
Don Bugbee reported that Bonnie Reemsnyder had forwarded to him a copy of the Lease Agreement that had been approved by Regional District 18 Board of Education.  The Lease will be reviewed by the Board of Selectmen and discussed at the next Selectmen’s Meeting to be held on May 15.  Parks and Recreation Commission members were asked to review the Agreement and comment to Don Bugbee as soon as possible.  He would pass along any concerns to the Board of Selectmen.


5.  NEW BUSINESS
a. Cross Lane Playground update, funding, location, etc.
Missy Garvin had nothing new to report. Keith Rosenfeld was looking at the property to determine if it is considered wetlands. A soil test was being done. Neither John Flower, Don Bugbee, or Missy Garvin had heard anything back from Keith yet. The Playground Committee is hosting a fundraiser on Saturday.  There was a discussion.

6. PUBLIC COMMENT – None


7. Glynn McAraw moved and Nigel Logan seconded to adjourn the meeting at 7:40 PM.  SO VOTED.  

The next meeting of this Commission will be on June 1, at 7:00 PM.
