Meeting Minutes
Thursday, May 2, 2019


Present:  Bob Dunn (Chairman), John Flower (Vice-Chairman), Mary Ellen Garbarino, Missy Garvin, Tim Gavin, Brendan McKeever, Don Bugbee (Director)

Absent: Glynn McAraw

Guests:  


1.  CALL TO ORDER
Bob Dunn called the meeting to order at 7:02 PM.


2.  APPROVAL OF MINUTES – April 4, 2019
John Flower moved to accept the minutes of Regular Meeting April 4, 2019 and Tim Gavin seconded the motion.  SO VOTED.  Missy Garvin abstained as she was not present at this last meeting.


3.  DIRECTOR’S REPORT – Don Bugbee
PROGRAMS

All information is available on the Town Website under Parks and Recreation.

Adult Basketball is held on Wednesday evenings and will run through June 5, 2019.  Sunday basketball sessions ended, but it may now continue through the rest of the year.

Yoga sessions are held at Mile Creek School on Wednesdays.  Session three will run through June 5.

Body Back Fitness Spring session runs April 23 – June 11.

Summer Programs
Day Camp will begin on June 24 and run through August 2 at the High School.
There will be two basketball camps grades 4-8 run by Tim Gavin for boys June 24 – 28 and girls July 8 – July 12.  
UK International Soccer Camp scheduled for August 12 – 16.  
Don is presently working on K-3 boys and girls’ basketball, grades K-5 boys’ and girls’ soccer, and tennis.  These should be wrapped up next week.

Rowing Programs are also scheduled.

Summer Staff
The summer staff is mostly set and Don is meeting with them next week to go over paperwork and arrangements.

Facilities
Town Woods Park is occupied with lacrosse, soccer and baseball and the fields are in good shape. Some irrigation leaks were fixed.  Bathrooms are opened each day.  Storage area is cleaned out.  Don has put together a list of items that need to be addressed for repair in the building and sent it to our facilities manager.

Cross Lane Park is busy with baseball and softball.  The storage building is being cleaned out and there were some irrigation problems there as well which are being worked on.  Bathrooms are open, tree removal being done at the girls’ softball field.  Nothing new to report on the ADA parking and pathway to the new playgrounds.

Hains Park is very busy with rowing events.

White Sand Beach bathrooms will open mid-May.  The excess of sand on the beach was pushed back into the water and the beach graded off, but the driveway still needs to be cleaned.


4.  OLD BUSINESS
a. Hains Park Bathroom Project Update
An email dated this day from Phil Parcak to Bonnie Reemsnyder is included at the end of these minutes.  The email regarded moving forward with this project.  There was a discussion.  

b. Athletic Director Correspondence Concerning Regattas
There was a discussion about the regattas at Hains Park.  Commission members were not happy with the parking situation and Bob Dunn reported that busses were parked in the former Stella’s restaurant parking lot during the regatta.  Bob and Don will meet with the AD next week to review the problems again.  There are two regattas left.


5.  NEW BUSINESS
a. New Beach Hanging Parking Stickers
Don informed the Commission that the beach parking stickers have been changed to ones that can be hung in the automobile, thus allowing people to use their sticker in other cars.  Potential problems were discussed.  Commissioners were surprised and disappointed that Parks and Rec, including our Director, had no prior knowledge of this change made by the Selectmen ahead of time.  

b. Hains Park Donations:  bike rack, etc.
Finance Director Nicole Stajduhar, supplied Bob Dunn with the amount still remaining from donations made for the project.  $65,174.54 with $5,594.54 being spent on the signs, total of $59,580.00 remains.  

Nicole sent a copy of the fundraising brochure to Bob Dunn.  According to the fundraising brochure for the Park, Nicole highlighted the following paragraph:  “Your contribution will be used for other enhancements that are outside this project scope, including a Pavilion with picnic tables, additional benches and other items that will make our park even more beautiful.”

It was the consensus of the Commission to have Don Bugbee select an appropriate bike rack (portable) that accommodates ten bikes with a price not to exceed $650.  Based on the limited funding, it is the hope of the Commission that the remaining money would be used for the pavilion and picnic tables.  This will be considered after construction is over, with any money being spent to be approved by the Parks and Rec Commission.


6. PUBLIC COMMENT – None      

Missy Gavin moved, and Tim Gavin seconded, to adjourn the meeting at 8:05 PM.
SO VOTED.  

The next meeting of this Commission will be on June 6, at 7:00 PM.

Email from Phil Parcak to Bonnie Reemsnyder May 2

Bonnie,
Now that we are aware that our Design Professional has obtained the Certificate of Insurance we are in a position to move forward.
I would like to have the well installation almost concurrent with the demolition and construction of the new restroom facility.
My reasoning is; once we start, I would like all work to progress without interruption. Also, we will be doing a bit of regrading at the well location and around the new rest room building prior to pouring the slab. Ed, Mark, Geri Karpuska ( maybe), and I will be on site Thursday May 8, 2019 to verify the location of the uppermost edge existing septic fields. This is required to verify that we are meeting the required 25 foot set back from all components as required by LLHD.
If necessary we will modify the existing septic plan to indicate the outcome of this survey and get a copy to Wendy from LLHD
After the Septic Location is finalized. I will schedule a meeting of the Boathouse Committee to discuss going forward. My preferred approach is listed below
For that reason I would like to wait until we have the building plans in hand before installing the new well.
1. Once we have selected a contractor to perform the construction work
2. We can separate the construction area and provide porta potties for the park folks.
3. We should have the well installed and verify yield.
4. Then demolish the existing facility.
5. Perform all required site work and construct the new restrooms.
