Old Lyme Parks and Recreation Commission
Meeting Minutes
Thursday, April 4, 2019


Present:  Bob Dunn (Chairman), John Flower (Vice-Chairman), Mary Ellen Garbarino, Tim Gavin, Glynn McAraw, Brendan McKeever, Don Bugbee (Director)

Absent: Missy Garvin

Guests:  Steve Hallahan (Men’s Adult Soccer)


1.  CALL TO ORDER
Bob Dunn called the meeting to order at 7:00 PM.


2.  APPROVAL OF MINUTES – March 7, 2019
Glynn McAraw moved to accept the minutes of Regular Meeting March 7, 2019 and John Flower seconded the motion.  SO VOTED.  

Mary Ellen Garbarino moved to move Agenda Item 4. A under Old Business Adult Men’s Soccer to Play at TWP to this point in the agenda.  Glynn McAraw seconded the motion.  SO VOTED.


4.  OLD BUSINESS
a. Adult soccer request to play at TWP
Steven Hallahan came as a representative of the Adult Men’s Soccer League 50s Age Group regarding the adult men’s request to use TWP for two teams (40 and 50 Age Groups) for 5 games each in the spring and 5 games each in the fall making TWP their home fields.  This would be a total of 20 games to be played at TWP during the two seasons.  The Commission expressed their concern for field abuse that this could cause especially in the spring when the grass was in a tender state.  Also due to the fact that very few members of these two teams are residents of Lyme and Old Lyme, it was in their opinion that the other people on the teams could look to their community for playing fields to use making the burden on TWP less.  The Commission also agreed that they would like to help these men out since some of them were residents of Lyme and Old Lyme, without placing a hardship on the fields. There was a discussion.  

It was the consensus of the Commission that use of TWP by the Adult Men’s Soccer would be allowed in the fall season for 25% of the games.  Steven Hallahan agreed that this would be a great compromise and would take the information back to his team.  


3.  DIRECTOR’S REPORT – Don Bugbee
PROGRAMS

All information is available on the Town Website under Parks and Recreation.

Adult Basketball is held on Wednesday evenings and will run through June 5, 2019.  Sunday Adult Basketball is still ongoing through April.  

Yoga sessions are held at Mile Creek School on Wednesdays.  Session three will run through June 5.

Body Back Fitness Spring session runs April 23 – June 11.

Summer Programs
Day Camp will begin on June 24 and run through August 2 at the High School.
There will be two basketball camps run by Tim Gavin for boys June 24 – 28 and girls July 8 – July 12.  
UK International Soccer Camp scheduled for August 12 – 16.  
Tennis Camp information is incomplete at this time.
Rowing Programs are also scheduled.

Summer Staff is 95% hired.

Facilities
The water is turned on at Cross Lane Park, Town Woods Park and Hains Park.  The buildings at TWP and HP cannot open until the water is tested and approved by the State.

TWP is lined for Lacrosse, and Don had nothing new to report from the Soccer Club.

Don met with Lacrosse and Little League regarding the clean-up of buildings at CLP and TWP due to the CIRMA inspection done this last winter.  This will be done in the next couple of weeks.

Don met with Public Works and an ADA Committee member about the proposed ADA path and parking spot that would lead to the new playground at CLP.  The path, nor the new placement of the parking spot, would not comply and would be a problem as it is under water at times.  Don had suggested that an engineer be consulted about this before anything is done.

Bob Dunn recognized Don Bugbee for all the positive feedback that had been received regarding this past basketball season through Parks and Rec.  Numerous emails from participants had been received complimenting Don and his staff.  Parents had given gift certificates to staff members for all their hard work.  The Commission thanked Don and his staff for all their great work.  



4.  OLD BUSINESS
a. Adult soccer request to play at TWP
Discussed earlier in the Agenda.

b. Hains Park Bathroom Project Update
Bob Dunn reported that Jerry Carpuska was selected to draw up the design for the new bathroom.  

c. Athletic Director Correspondence Concerning Regattas
There was a discussion about the correspondence between the Commission and the Athletic Director at Regional District 18.  Bob Dunn reported that although the rules state that all rowers be off the water by 6:00 PM, he drove by the lake at 6:45 tonight and the Old Saybrook rowers were just making their way off the lake.  He will email the Athletic Director making her aware of this.  It is important that the rowers follow the agreement.

Glynn McAraw moved, and Mary Ellen Garbarino seconded, to adjourn the meeting at 8:18 PM.
SO VOTED.  

The next meeting of this Commission will be on May 2, at 7:00 PM.
