Meeting Minutes
Thursday, January 10, 2019


Present:  Bob Dunn (Chairman), Don Bugbee (Director), Mary Ellen Garbarino, Missy Garvin, Glynn McAraw, Brendan McKeever

Absent: John Flower (Vice-Chairman), Tim Gavin

Guests:  Phil Parcak


1.  CALL TO ORDER
Bob Dunn called the meeting to order at 7:00 PM.


2.  APPROVAL OF MINUTES – November 1, 2018
Glynn McAraw moved to accept the minutes of Regular Meeting November 1, 2018 and Mary Ellen Garbarino seconded the motion.  SO VOTED.  

3.  Hains Park Bathroom Project Update – Phil Parcak
Phil Parcak, Town Facilities Manager, presented plans to the Commission for the proposed Bathroom at Hains Park.  It was explained why building on the present slab would cause more problems than starting fresh.  The proposed plan repositions the building in a manner that is safer, could easily be made ADA compliant and aesthetically more appealing.  The Zoning Board did not approve the plan, so therefore it is going before the ZBA on January 15.  It was the consensus of the Commission to support this project as presented.  Bob Dunn would draft a letter to the ZBA expressing the Commission’s support of this project stating that the new location would improve safety, accessibility and the aesthetics.
The Commission thanked Phil for coming tonight.  Phil stated that he would want to come back to update the Commission as the project progressed.


4.  PRC APPOINTMENT RENEWALS
Missy Garvin and Tim Gavin have been re-appointed to the Parks and Recreation Commission for another three-year term beginning January 1, 2019.  


5.  PRC Election of Officers – 2019
It was the consensus of the Commission that the slate of officers stay the same as last year.  Bob Dunn (Chairman) and John Flower (Vice-Chairman).  Mary Ellen Garbarino will remain on as the Commission Secretary.


6.  DIRECTOR’S REPORT – Don Bugbee
PROGRAMS

All information is available on the Town Website under Parks and Recreation.

Youth Basketball (Grades K – 5) will begin on January 19 and run through March 2.

Adult Basketball is held on Wednesday evenings and will run through June 2019.  Sunday Adult Basketball began November 4, and will run through late March.  Both are held at the High School.

Yoga sessions are held at Mile Creek School on Wednesdays.  Session two will run from January 23 through March 20 and the third session will run from March 27 through June 5.

Body Back Fitness is held on Tuesdays and started January 8 and will run through March 5.  A Spring session is yet to be determined.

Don Bugbee reported that he is in the process of contacting last year’s staff members to find out who would like to come back this summer.  Once this is confirmed, he will start the process of hiring new people if needed.


7.  OLD BUSINESS
a. Cross Lane Playground Update
Missy Garvin reported that the playground project is complete.  There was a discussion of an ADA acceptable entrance to the playground from a the parking lot.  There are presently handicap parking spots in the parking lot, but the pathway leading to the park would need some minor improvements.  


8.  NEW BUSINESS
It was determined that Parks and Rec would need to order one beach mat for handicap use at White Sand Beach.  The mats are 100 feet long and 5 feet wide with a cost of $3,400 each.  Depending on the success of the beach mat, it would be decided at a later date if this would work for other parks with water access.

There was a discussion regarding rules on how often the PRC needed to meet.  Members agreed that we did not need to meet every month.  Bob Dunn will check with Cathy Frank at Town Hall to see if there are any rules regarding the number of meetings.  


9. PUBLIC COMMENT – None      

Missy Colburn moved, and Brendan McKeever seconded, to adjourn the meeting at 8:10 PM.  SO VOTED.  

The next meeting of this Commission will be on February 7, at 7:00 PM.
