Meeting Minutes
Thursday, November 3, 2016

1. CALL TO ORDER
Chairman Bob Dunn called the meeting to order at 7:00 PM.
2. APPROVAL OF MINUTES – October 6, 2016
Glynn McAraw moved to accept the minutes of Regular Meeting October 6, 2016 and John Flower seconded the motion. SO VOTED.
3. DIRECTOR’S REPORT – Don Bugbee
Don Bugbee reported that Fall Soccer ended on October 29 and that it was a very good season. Don said that the coaches did an outstanding job. There was an end of season party sponsored by Parks and Rec which was well attended. The Lyme-Old Lyme Junior Women’s Club organized this party and did an excellent job.
PROGRAMS
Youth Basketball sign-ups will run from November 1-December 1. Season will run from January 7-February 18 or 25.
Adult Basketball is ongoing Wednesday evenings at the high school and Sunday morning sessions 10 am to noon are also held at the high school.
Yoga will run through April with four different sessions.
Fit for Moms is ongoing Monday and Thursday evenings at Center School.
FACILITIES
The water has been shut off at White Sand Beach, and Hains Park and Cross Lane will be closing up in the next week. Town Woods Park will close up shortly for the winter after the games end.
Don was given budget sheets for the Town. It was discussed to add money in the budget for the new playground project. Members need to think about any capital expenses for the future.
4. OLD BUSINESS
a. Boathouse Update
John Flower gave an update on the boathouse project. A second contractor is looking over the plan for the proposed bathrooms and now working out the details. The Commission feels that this could cost between $150,000 and $200,000, but nothing has yet been determined. The money that the Parks and Rec were told would be left for the bathrooms has already been spent for the boathouse project because of overage costs. There was a discussion.

5. NEW BUSINESS
a. Proposed Boathouse lease agreement with District 18
Bob Dunn reported that he and Nigel Logan met with Bonnie Reemsnyder and Don Bugbee today to review the lease. In July the Parks and Rec Commission had gone over the proposed lease and made many changes and suggestions. The new Town Attorney had read over the lease with our changes and has drawn up a new lease using most of our suggestions. Everyone seemed happy with the lease, including the Superintendent of schools.
The STEAP Grant states that once the project is complete, it must be available to the public.
Bonnie Reemsnyder asked Don Bugbee to treat scheduling and rules of use at Hains Park just as he does Town Woods Park. He will draft this up. This can be reviewed at the next Parks and Rec meeting.
b. Membership of the Parks & Recreation Commission
Bob Dunn reminded Commission members that some of them will be up for membership renewal in January 2017, and to please let Cathy Frank know if they wish to stay on the Commission (or not) as soon as they get a notice.
OTHER NEW BUSINESS
Missy Garvin and Don Bugbee suggested that a Commissioner from Parks and Rec become a liaison to the Playground Committee and for all future projects involving Parks and Rec. The Commission was in favor of this, and Missy agreed to be the liaison for the Playground Committee. At this point there is a disconnect of Parks and Rec from the project, and by having a Commission member involved, it should make the process run more smoothly. There is a new Facilities Manager for the Town and Missy will contact him about the project. A survey will be scheduled in the near future. Bonnie Reemsnyder and the Board of Finance has approved that this be done.
