A quorum was present and the meeting was called to order at 9:00 a.m. by John Pfeiffer.
The January minutes were discussed. Dini Mallory asked to have the roles of Cynthia Taylor (Chairman) and John Pfeiffer (Municipal Historian) clarified in the minutes. The following explanation will be added to the January minutes: “Cynthia Taylor will preside as official chairman and will sign documents. John Pfeiffer, Municipal Historian, will remain on the commission as a non-voting member and will direct the meetings.”
John Forbis moved, seconded by Dini Mallory, to approve the January minutes as amended. All present voted in favor, motion passed.
The February minutes were discussed. John Forbis moved, seconded by Cynthia Taylor, to approve the minutes. All present voted in favor, motion passed.
The March meeting was canceled due to bad weather.

1. Communications: The HDC received an anonymous letter from a resident complaining about the garden ornaments and the condition of the flag in front of the Old Lyme Ice Cream Shoppe. The ZEO will be informed.
Cynthia Taylor remarked that the flag is scheduled to be replaced this week.

3. Plaque Program Update:
209 Mile Creek Road: Research is continuing on the Wait family.
60 Lyme Street: the new owners are interested in a plaque for their house.
5 Bailey Road: Alexandra Escher is interested in a historic plaque for her home, ca 1820
26 Sill Lane: Caroline Ronchini has requested historical information about her home.
10 Ferry Road: The date of 1830 appears to be correct, the original builder is still being determined.
6 Lyme Street: Martha Hansen has been in touch with the new owner, Tom Fowler.  

4. Secretary’s Report:  
The new Historic District Handbook will be printed this month. Copies of the new handbook will be distributed to Historic District residents.

Active (Open) CofAs:
  • 55 Lyme Street, screening fence for propane tank and AC unit
  • 38 Lyme Street, renovations – check date on CofA
  • 97 Lyme Street, renovations
5. Any Other New or Old Business:
The Duck River Garden Club would like to install a small sign in front of the town hall, as well as window boxes. They have been asked to appear before the commission and to submit a CofA.

It has been noted that there are several AC condenser units on various properties in the Historic District that need to be screened with either shrubs or lattice.
Action: Send letters to property owners regarding screening the units (Martha Hansen).

John Forbis stated that the Roger Tory Peterson Estuary Center has been asked to reach out and encourage people in the local community to support the National Estuarine Research Reserve by writing letters of support to the Undersecretary of Commerce. Mr. Forbis will be emailing HDC members with the details. The Connecticut River Estuary includes Great Island, Selden’s Creek, and Whalebone Cove.

Historic Resource Inventory Survey: John Pfeiffer has reviewed the survey, which includes 250 houses located one mile on either side of the I-95 corridor. It also includes a brief history of Old Lyme. It will be presented to the town soon.

The HDC has openings for three members. If you are interested please contact the Selectman’s Office.

6. Adjournment:  John Forbis moved, seconded by Cynthia Taylor, to adjourn the meeting at 9:29 am. John Forbis, Cynthia Taylor, and Dini Mallory voted in favor, motion passed.
