A quorum was present and the meeting was called to order at 9:00 a.m. by Chairman John Pfeiffer. John Forbis moved, seconded by Dini Mallory to approve the December minutes. John Forbis, Dini Mallory, Cynthia Taylor and Barbara Traskos voted in favor, motion passed.

1. Communications: none

2. Public Open Forum: no participation

3. Election of Officers
John Pfeiffer is Old Lyme’s Municipal Historian and will remain on the HDC as a non-voting member. Cynthia Taylor will be the Chairman. John Forbis will continue as Vice Chairman.  
Motion: John Pfeiffer moved, seconded by John Forbis, to nominate Cynthia Taylor be the Chairman of the HDC.  John Forbis, Dini Mallory, and Barbara Traskos voted in favor. Motion passed.

4. Plaque Program Update:
209 Mile Creek Road: Research is continuing on the Wait family.
60 Lyme Street: the new owners are interested in a plaque for their house.
5 Bailey Road: Alexandra Escher is interested in a historic plaque for her home, ca 1820
26 Sill Lane: Caroline Ronchini has requested historical information about her home.
10 Ferry Road: The date of 1830 appears to be correct, the original builder is still being determined.

5. Secretary’s Report:  
The new Historic District Handbook is almost ready to print, the index is being prepared.
The annual CLG (Connecticut Local Government) Report has been submitted.
The HDC Budget request for fiscal year 2019/2020 was submitted in November. The budget will remain the same.

Active (Open) CofAs:
  • 55 Lyme Street, screening fence for propane tank and AC unit
  • 38 Lyme Street, renovations
  • 97 Lyme Street, renovations
6. Any Other New or Old Business:
The Historic Resource Inventory Survey is proceeding; the town is expecting a full report in February.
There was a discussion about the HDC’s role in the Halls Road improvement plan. The HDC wants to make sure that the unique historic and artistic character of Old Lyme is preserved and that any changes to the Halls Road area are appropriate for the town.

The HDC has openings for two members. If you are interested please contact the Selectman’s Office.

7. Adjournment:  John Forbis moved, seconded by Cynthia Taylor, to adjourn the meeting at 9:35 am. John Forbis, Cynthia Taylor, Dini Mallory, and Barbara Traskos voted in favor, motion passed.
