The meeting was called to order at 9:00 a.m. by Chairman John Pfeiffer.
John Forbis made a motion, seconded by Jim Bechtel, to approve the September minutes. John Pfeiffer, John Forbis, Jim Bechtel and Ken Levin voted in favor, Joanne DiCamillo abstained as she had not attended the September meeting. Motion passed.

1. Public Open Forum: no participation

2. Public Hearing 31 Lyme Street, Chuck and Tammy Hinckley
The Hinckleys submitted six CofA applications:
        a) Install a plain black iron railing on the side porch steps. Jim Bechtel made a motion, seconded by John Forbis, to approve the CofA application. All present voted in favor, motion passed.
        b) Replace the old light fixture on the front entry ceiling with a recessed fixture (not visible from the street); replace the light fixture on the side porch ceiling with a 6” pendant light. John Forbis made a motion, seconded by Jim Bechtel, to approve the CofA application. All present voted in favor, motion passed.
        c) Remove an unused exterior chimney on the north side of the house. The HDC asked to have the chimney removed down to grade. The Hinckleys agreed. John Forbis made a motion, seconded by Jim Bechtel, to approve the CofA application. All present voted in favor, motion passed.
        d) Trim the overgrown privet hedge located in front of the house. Bartlett Tree Experts will trim the hedge to about 36” high and remove other growth from it. There is a maple tree in front of the house, which is on town property. Joanne DiCamillo, chair of the Tree Commission, noted that the Tree Commission should be notified of any trimming to be done on the tree, and that it should be performed by a licensed arborist. John Forbis made a motion, seconded by Jim Bechtel, to approve the CofA application. All present voted in favor, motion passed.
        e) Remove old flagpole mounting hardware and install new hardware (not visible from the street). Ken Levin made a motion, seconded by Jim Bechtel, to approve the CofA application. All present voted in favor, motion passed.
        f) Replace the mailbox on the front porch with a new, vertical, one. Joanne DiCamillo made a motion, seconded by Jim Bechtel, to approve the CofA application. All present voted in favor, motion passed.

3. Public Hearing: 23 Lyme Street Yoga studio sign, Mimi Brainard, Georgiana Goodwin
Mimi Brainard submitted a CofA application to install two signs for her Yoga studio. One sign would hang from the same post as the Oriental Rugs Ltd. sign, and the other would be attached to the building next to the studio door.
John Forbis made a motion, seconded by Jim Bechtel, to approve the CofA with the condition that the size of the signs is in compliance with town zoning regulations. All present voted in favor, motion passed.

4. Active CofAs:
a) 77 Lyme Street, Southwick Commons landscape screening: The landscaping has not been done despite assurances that it would be finished in September. John Pfeiffer will meet with LACFA’s new dean, Todd Jokl. Arrange meeting between John Pfeiffer and Todd Jokl (Martha Hansen).

b) 84 Lyme Street Sill House steps: lead abatement has been done around the foundation. Soil has been removed and replaced.

5. Plaque Program Update: Martha Hansen
20 Ferry Road: Research continues. (Martha Hansen and Pamela Hamilton).
23 Ferry Road: Research continues. (Martha Hansen and Robin Sedgwick).
4 Johnnycake Hill Road: Dyanne Rafal plans to do the research.
1 Library Lane: Contacted Eve Todd (Martha Hansen).
27 Library Lane: Land records research has been completed, The house seems to have been built by John Appleby ca 1850. Census records should be checked to verify this. Check census records (Martha Hansen).
31 Lyme Street: Research has finished, the plaque will read “Capt. Daniel Chadwick ca 1830”
Order plaque (Martha Hansen).
206 Mile Creek Road: Gary Holland is interested in a plaque for his house which he thinks was built in 1914. Contact Mr. Holland (Martha Hansen).

An article about the plaque program will be published in the next Events magazine, which is scheduled to be published in early December. Write an article for Events magazine promoting the plaque program (Martha Hansen).

Ancillary Buildings program
The HDC plans to create a list identifying historic ancillary buildings in Old Lyme.
Charlotte Hitchcock of the CT Trust has been contacted regarding a tour of ancillary buildings in Old Lyme. Work out details with Charlotte Hitchcock (Martha Hansen).

5. Secretary’s Report:
A letter was mailed to John Rhodes regarding the missing section of Center School fence, with copies to Ian Neviaser, and Keith Rosenfeld. Keep the HDC updated (Martha Hansen).

6. Any Other New or Old Business:
a) 1 Lyme Street steps: the front steps are made of pre-cast concrete and were installed some time ago.
b) Village Shops parking signs: Contact Keith Rosenfeld for an update (Martha Hansen).
c) John Forbis will approach Inc. Magazine about publishing an article about the historic plaque program.
d) 110 Lyme Street: the renovation has been completed and looks good. An AC condenser is visible and should be screened with lattice or shrubs. Write to John Noyes (Martha Hansen).
e) The HDC would like Keith Rosenfeld to attend meetings when there is a public hearing. Contact Keith Rosenfeld (Martha Hansen).
f) Jeff Cooley, owner of the Cooley Gallery, has applied to join the HDC, and will be appointed to the commission by the Board of Selectmen.
g) Jeff Cooley noted that there are no signs identifying Lyme Street and mentioned that Thomaston, ME has attractive street signs with historical information on them. The discussion will continue at the November meeting.
h) The house at 38 Lyme Street has weeds growing out of the gutters and has been empty for about five years. Contact Keith Rosenfeld about the house (Martha Hansen).
        
7. Adjournment:
Ken Levin made a motion, seconded by John Forbis, to adjourn the meeting at 10:50 am. All present voted in favor. Motion passed
