The meeting was called to order at 9:02 a.m. by Chairman John Pfeiffer. A quorum of regular members was not present. Barbara Traskos was authorized to vote in place of Joanne DiCamillo.
Corrections to July minutes: John Schroeder was a guest, spelling correction for Joe Milazzo’s name.
Jim Bechtel made a motion, seconded by John Forbis, to approve the July minutes as amended. All present voted in favor. Motion passed.

Communications: none

1. Public Open Forum: Chuck & Tammy Hinckley, new owners of 31 Lyme Street, introduced themselves. They are renovating the interior of the house which has not been occupied for several years. The HDC welcomed them to Old Lyme and the Historic District and noted that any exterior changes will require a CofA. The Hinckley’s are interested in getting a historic plaque for their house (the Daniel Chadwick house), and Tammy has already met with Martha Hansen and started the research.

Keith Rosenfeld, the new Zoning Enforcement Officer, was welcomed and introduced to the HDC. Mr. Rosenfeld was given some background information about issues that arise in the Historic District and was invited to attend more HDC meetings. Mr. Rosenfeld met with Harry Resnikoff recently to discuss the Southwick Commons landscaping issues which are expected to be resolved this month. It would be helpful for the ZEO to have a copy of the landscaping plant suggestions prepared by Mrs. DiCamillo.
Action: email landscaping plant suggestions to Keith Rosenfeld (Martha Hansen)

2. Joe Milazzo, an Old Lyme resident, has developed an interior storm window which works well for historic buildings. The UV-rated polycarbonate units can be custom made to fit any window and have been installed in the Amos Bull House owned by the Connecticut Landmarks Society. The windows are attached using a magnetic strip and are easy to install and remove. Mr. Milazzo brought a sample window and demonstrated how it works. Mr. Milazzo is also looking for artisans who can restore historic windows. His website is www.2seal.com.

3. Active CofAs:
a). 32 Lyme Street: the chimney repair has been finished
b) 77 Lyme Street, Southwick Commons landscape screening: Keith Rosenfeld, ZEO, met with Harry Resnikoff, the developer, who agreed to complete the landscaping this month.
c) 84 Lyme Street Sill House steps: lead abatement has been done around the foundation. Soil has been removed and replaced. The Lyme Academy agreed to have this activity supervised by someone with archeological knowledge, but this was not done and Dr. Pfeiffer was not informed.

4. Plaque Program Update: Martha Hansen
20 Ferry Road: Research continues. (Martha Hansen and Pamela Hamilton).
23 Ferry Road: Research continues. (Martha Hansen and Robin Sedgwick).
4 Johnnycake Hill Road: Dyanne Rafal plans to do the research.
1 Library Lane: Contacted Eve Todd (Martha Hansen).
27 Library Lane: Judy Archer is interested in a plaque for her house, Research has begun.
31 Lyme Street: Tammy Hinckley is interested in a plaque for her house (Captain Daniel Chadwick house), and has started the research.
206 Mile Creek Road: Gary Holland is interested in a plaque for his house which he thinks was built in 1914. Contact Mr. Holland (Martha Hansen).

An article was published in the Old Lyme Historical Society newsletter about the plaque program.
Action: Write an article for Events magazine promoting the plaque program (Martha Hansen).

Ancillary Buildings program
Charlotte Hitchcock has been contacted regarding a tour of ancillary buildings in Old Lyme in October. Action: schedule the tour (Martha Hansen).

5. Secretary’s Report:
A letter was sent to Dr. Awwa complimenting him on the new fence. A letter was sent to Keith Rosenfeld (ZEO) regarding the LACFA landscaping issue, with copies to Robert Pratt and Harry Resnikoff.

6. Any Other New or Old Business:
a) Village Shops parking signs – a letter was sent to Bonnie Reemsnyder about the hazard posed by cars backing out onto Academy Lane from the Village Shops parking spaces, with a copy to Warren Hannas.
b) 1 Lyme Street steps – the front steps are made of pre-cast concrete, the HDC would like to know when they were installed and invited Marty Ames to the September meeting, but she declined to attend.
c) Yoga Studio sign – Mimi Brainard was not able to attend the meeting.
d) The fence section to the left of the Center School driveway has been removed, perhaps to be used as a template?
Action: write letter to John Rhodes, with copies to Ian Neviaser and Keith Rosenfeld (Martha Hansen).
        
7. Adjournment:
John Forbis made a motion, seconded by Jim Bechtel, to adjourn the meeting at 11:02 am. All present voted in favor. Motion passed.
