The meeting was called to order at 9:00 a.m. by Cochairman Ken Levin.
A motion was made by Barbara Traskos and seconded by Jim Bechtel to approve the minutes of the April 5, 2010 meeting as presented. Jim Bechtel, Ken Levin, Barbara Traskos, Joanne DiCamillo and Betty Chamberlain voted in favor. Tom Keogh abstained as he had not attended the April meeting.
1. Public Open Forum – No public participation
2. Public Hearing, 6 Lyme Street Fence – Stanford & Wendy Brainerd
Stanford Brainerd presented plans to relocate the picket fence at the corner of Lyme Street and Ferry Road to conform to the sidewalk line revised during the Church Corner renovation.
Sarah McCracken stated her concern that the property line could not be verified during the Church Corner project. Janet Sturges asked if the property had ever been surveyed. Mr. Brainerd found a 1930s WPA survey in the town hall records. Sarah McCracken suggested contacting Dick Gates, a surveyor in Centerbrook, to mark the corners. The HDC has no objection to the visual appearance of the relocated section of fence but would want to be certain that it would not be installed on town property before eventually issuing a CofA.
Action: Advise HDC of decision to proceed or not with relocation of fence (Stanford Brainerd).
3. Plaque Program Update – Ken Levin, Jim Bechtel, Martha Hansen
The plaque has been installed at 27 Lyme Street (Henry M. Waite ca 1820). Research has been completed on 25 Lyme Street (the Cooley Gallery) and continues on 60 Lyme Street (J. Elms building) and 9 Lyme Street (Boxwood). Charles and Jill Todd have requested help researching their property at 105 Lyme Street.
Action: Plaque research: 60 Lyme Street, 9 Lyme Street, 105 Lyme Street (Martha Hansen). Contact Jeff Cooley to see if he is interested in a plaque (Jim Bechtel).
4. Handbook Reprint - Jim Bechtel, Martha Hansen
Handbooks with introductory letters will be distributed at no cost to: Historic District property owners and renters, local real estate agencies, Town Hall, OLPGN Library, OLHS and Senior Center. Handbooks will be available for sale ($10 each) in the Selectman’s office.
Action: Print the introductory letter and prepare the handbooks for distribution (Martha Hansen).
5. Business News (CT Trust, National Trust) – Betty Chamberlain
Betty Chamberlain passed around the May/June 2010 copy of Preservation.
6. Secretary’s Report – Martha Hansen
No update.
7. HDC – Any other new or old business
a) Scenic Road Letter: A Web information site concerning Scenic Roads in Connecticut will be included in the letter to be sent to property owners abutting Lyme Street from the 1-95 bridge to Boggy Hole Road.
Action: Add Web information site to the letter and forward to the Selectmen for review (Martha Hansen).
b) Bench and Concrete Planter on the corner of Lyme Street and Hall’s Road: They are slated to be moved to other locations.
c) Bollards at South Green: Jim Bechtel read Tim Griswold’s response to the HDC letter regarding the Church Corner bollards. The town is committed to installing the bollards as funds permit.
8. 20 Ferry Road Renovation plans and property research – Pamela Hamilton
According to the research provided, 20 Ferry Road was built in 1775 by Samuel Hill who operated a shipyard on the property for the West Indies trade. The renovation changes for the exterior will be minimal (the footprint will remain the same).
Action: Draft a letter to Pamela Hamilton that, according to research provided, 20 Ferry Road is a historic house (Tom Keogh).
9. Adjournment
Jim Bechtel moved to adjourn the meeting at 11:30 a.m. The motion was seconded by Betty Chamberlain and passed unanimously.
