The meeting was called to order at 9:00 a.m. by Cochairman Ken Levin. As there was not a quorum present, the February 1, 2010 minutes will be presented for approval at the April 5, 2010 meeting.

1.  Public Open Forum –5 Lyme Street- Congregational Church Parsonage window replacement/repair -   Sarah McCracken, John Butler
Sarah McCracken and John Butler, members of the Congregational Church Property Committee, presented a           plan to replace the 6 windows on the north side of the Parsonage. The windows are old and rot was found in some of the casings, sills and sashes. The 1st and 2nd floor windows will be replaced with 8/12s, the 3rd floor windows will be 6/9s, and the 4th floor window will be 6/6. The storm windows will be removed and the new windows will have insulated glass and simulated lights. Marvin makes a casement style window that resembles a double-hung window and meets egress requirements on the 2nd floor. The work will be done this spring. A window on the east (rear) side of the building (not visible from Lyme Street) will also be replaced. Following discussion, all members present were in favor of the plan as presented. A C of A is not required (the window replacements are “like for like”).

      2.  Plaque Program update – Ken Levin, Jim Bechtel, Martha Hansen
The research on 27 Lyme Street is continuing. Research on 23 Lyme Street (Cooley Gallery) and 9 Lyme Street (Boxwood) has been started. Research on 60 Lyme Street will be started in March.

 Action: Continue plaque research on 27 Lyme Street, 9 Lyme Street, 23 Lyme Street, and 60 Lyme Street (Martha Hansen).

3.  Handbook Reprint - Jim Bechtel, Martha Hansen
The Handbook draft is in the final stages. Mary Dunne and Mary Donohue of the Connecticut Commission on Culture and Tourism have been consulted to ensure that the Handbook complies with State and Federal statutes.

Action: Keep the HDC updated (Jim Bechtel).
             
4. Business News (CT Trust, National Trust) – Betty Chamberlain
No update.

5. Secretary’s Report – Martha Hansen
HDC memberships to the Connecticut Trust for Historic Preservation and the National Trust for Historic Preservation will be renewed this month.

6. HDC – Any other new or old business to come before the Commission
a) Route 1 State Scenic Road designation - The Selectmen requested that a letter be sent to property owners          along the proposed stretch of road explaining the application and how property owners would be affected.

Action: Prepare a list of the property owners and draft a letter (Martha Hansen).

b) Greenhouse at 54 Lyme Street - Send a letter to Brad Sweet asking him to state his intentions regarding the timing of the removal of the greenhouse.

Action: Draft a letter (Martha Hansen).

7. Adjournment
        The meeting adjourned at 10:20 AM.
