The meeting was called to order at 9:00 a.m. by Co-chairman Jim Bechtel.
Joanne DiCamillo made a motion, seconded by Jim Bechtel, to allow John Forbis to vote in place of Nina Peck. Jim Bechtel, Ken Levin, Barbara Traskos and Joanne DiCamillo voted in favor.  Motion carried.
Barbara Traskos made a motion, seconded by Joanne DiCamillo, to approve the November minutes. Jim Bechtel, Ken Levin, Barbara Traskos, and Joanne DiCamillo voted in favor. John Forbis abstained as he had not attended the November meeting. Motion carried.

1. Public Open Forum – no public participation

2. Public Hearing: 34 Lyme Street Old Lyme Ice Cream Shoppe - exterior lighting – Angie Reale
A CofA application was submitted for new exterior lights. There were no objections from neighbors.
Ken Levin made a motion, seconded by John Forbis, to approve the CofA application as presented. All present voted in favor. Motion carried.

3. Public Hearing: 68 Lyme Street Nightingale Café - signage – Gale Stevens
A CofA application was presented for a small black and white hanging sign. There were no objections from neighbors.
Zoning regulations prohibit window signage in the Historic District. Additional information about the café (hours, etc.) may be displayed on a sign hanging under the main sign. The HDC would need to review any additions to the now approved main sign.
John Forbis made a motion, seconded by Ken Levin, to approve the CofA as presented. All present voted in favor. Motion carried.
Action: Check with Zoning concerning window signage (Gale Stevens).

4. Public Hearing Continuance: 84 Lyme Street LACFA - signage revision – John Visgilio & Mike Skiles
A revised design of the LACFA signage was presented. The new design has 5” thick charcoal gray posts (compatible with the iron fence in front of Sill House). The white “push through” letters will be on an orange-red background. The new signs will be placed at each entrance drive (the main administration building, Sill House, and Southwick Commons). The signs will be lit at night.
John Forbis made a motion, seconded by Barbara Traskos, to approve the revised design as presented. All present voted in favor. Motion carried.

5. Active CofAs:
a) 2 Library Lane OLPGN: driveway fencing – project completed.
b) 30 Lyme Street: fencing – the lattice fence has been painted white. Installation of the picket fence on Lyme Street has been cancelled.
c) 77 Lyme Street LACFA multi-family housing project - landscape screening: More screening from Lyme Street is required. Jim Bechtel, Joanne DiCamillo and John Pfeiffer evaluated the site with Mr. Resnikof (the developer). The site contains wetlands and a retention pond. A list of native trees and shrubs (a mix of evergreens and deciduous) that would grow well there has been prepared by Joanne DiCamillo including: Northern Red Oak, Tulip Tree, Shagbark Hickory, American Holly, Eastern Redcedar, Pyramidal Limber Pine, Winterberry, Shamrock Inkberry and Fothergilla major (Large Witch Alder).  The bittersweet vines choking the existing red cedars should be removed.
Action: Contact Mr. Resnikoff and Mr. Snarski (Jim Bechtel and Joanne DiCamillo).
d) 84 Lyme Street LACFA: Sill House exterior renovations are in progress.
e) 90 Lyme Street LAA: if the grant is approved, exterior renovations are scheduled to begin next summer (2014). A new HDC liaison is required.
f) 110 Lyme Street: planned renovations and addition have not begun.

6. Plaque Program Update: Martha Hansen
12 Ferry Road: Research continues (Martha Hansen).
20 Ferry Road: Research continues. (Martha Hansen and Pamela Hamilton).
23 Ferry Road: Research continues. (Martha Hansen and Robin Sedgwick).
4 Johnnycake Hill Road: Dyanne Rafal plans to do the research with help from Martha Hansen.
1 Library Lane: Conact Eve Todd (Martha Hansen).
Action: Prepare letters to homeowners on Ferry Road suggesting that they participate in the plaque program (Martha Hansen).

7. Business News and Secretary’s Report:  
The 2013 CLG report has been filed with the CCC&T. All of the old HDC files have now been scanned into the digital system at Town Hall. The files should be checked to make sure that they are readable and also evaluated. The next step is to apply for permission to “destroy” the original files.
Action: check HDC scanned files (Jim Bechtel and Martha Hansen).

8. HD Business sign regulations and Village Shops parking: As Ann Brown was unable to attend, this agenda item will be carried over to the January meeting.

9. Any Other New or Old Business:
a) Lyme Street flags - First Selectwoman Reemsnyder will contact the fire department regarding the display schedule.
 
10. Adjournment:
John Forbis made a motion, seconded by Ken Levin, to adjourn the meeting at 11:00 am. All present voted in favor. Motion carried.
