March 10, 2015



ATTENDANCE

Regular Members Present:  Robert Falaguerra, Ned Farman, Dave Fredericks, William Harris, Michael Magee, Steven Ross

Alternate Members Present: John MacDonald (John had not been sworn in yet so he could not be seated for a regular member tonight.)

Ex-officio Members Present:

Guests:  Gene Chmiel (Black Hall Outfitters)


Chairman Ross called the meeting to order at 7:05 PM.


REPORTS
a.       Clerks Report:  Approval of Minutes of January 13, 2015
Robert Falaguerra moved to accept the minutes of January 13, 2015.  
Bill Harris seconded the motion.  SO VOTED.

b.      Correspondence
Steve Ross reported that he had received a second letter from Attorney David Royston regarding Town maps and labeling of Tauntummaheag Road and Landing.  They considered the matter resolved as the Town did re-label the GIS maps after looking into the matter.

Also received was a copy of an application from Docko regarding Beach Sand Retention Pipes at Hawks Nest.  

A package was received from Angus McDonald of McDonald and Sharpe regarding the rebuilding of a dock for the Baggs of Tauntummaheag Road.

c.       Treasurers Report Bill Harris
Approval of Report for January and February 2015
Bill Harris gave the Treasurers Report for the months of January and February 2015.
The ending balance is $17,415.37.  There were no disbursements and $4.22 was received in interest. The Treasurers Report was accepted with no changes.  

CURRENT BUSINESS
Presentation by Keith Nielson of Docko, Inc.  
Application of Melissa Santos, 10 West End Drive for Gabion Retaining Wall
Application of Michael Gibson, 12-1 West End Drive for Retaining Wall which was already completed in 2013
Item tabled as Keith Nielson was not in attendance.

a.       Member Appointments
John MacDonald (term expires 2019 replacing David Musto) and George Finley (term expires 2018 replacing Jim Jake) were appointed to the Harbor Management Commission as Alternate Members.  The Commission welcomed John and George as new members.  

b.      Pilgrim Landing Mike Magee
Mike Magee reported that there is lots of ice and the sailboat is still moored in the water.  It appears to be abandoned. There was no mooring permit applied for last year and the mooring had been tagged.  Harbor Master Harry Plaut will be asked to follow up on this.

c.      Dinghy Dock Mike Mackey
Mike Mackey was not in attendance so there was no report.

d.      Potential Public Access Site West Bank of Lt. River and Halls Road

e.      Lt. River Parcel from DEEP to Town Waiting for Deed from State of CT
Steve Ross reported that the Deed was approved by the State on March 4, 2015, but to date it has not been received by the Town.


COMMITTEE REPORTS
a.      Harbor Master Report Harry Plaut and Mike Mackey
Steve Ross reported that Harry Plaut was not here tonight because he had to work.  Mike Mackey was not in attendance.  Steve Ross reported that Harry Plaut is enrolled in Harbor Master Training School which begins this week in Waterford for eight weeks.  A short article was placed in the Old Lyme Events regarding the application process for Town mooring permits.

Ned Farman reported that the State Harbor Master Program is presently with the DOT.  The DOT does not want this program to fall under their jurisdiction.  The DEEP does not want to this program to fall under their jurisdiction either.  Mr. Farman was contacted by someone from the Speakers Office this morning looking for his opinion.   Mr. Farman made the point that a working group needs to get together for about a year and draft legislation that deals with all the issues and then decide who should be in charge of the Harbor Master Program.  This was agreed to for the time being.  The Harbor Master Program will not be with the DOT as of October 2015.  The Port Authority is a new entity and will be primarily a marketing organization who will market the three deep water ports in Connecticut.  

b.      Dredging Study Ned Farman and Steven Ross
Ned Farman reported that the applications are in process.  There has been no negative response from DEEP yet, so this is good news.  The application for the Black Hall River is in the 30-day public comment period of the process, and the application for Four Mile River will soon be in the 30-day public comment period.  The RFP for the actual dredging work is being prepared and should go out shortly.  Steve Ross asked why the cost for both RFPs are the same, as most of the work for a second is a repeat of what is in the first, except for photos and drawings.  Mr. Farman will ask Coastline Consulting this question before the contracts are signed.  


NEW BUSINESS
a.      Dock Applications Steven Ross

Steve Ross reported that there was no action on these applications tonight as Keith Neilson of Docko is not in attendance.

Approval of COP for Bagg to rebuild existing dock and walkway
Steve Ross reported that the DEEP has approved this application.

b.      CHMA Banquet Status
Ned Farman reported that he has still not been advised of a date for the CHMA Banquet.

c.      Next Meeting of Harbor Management Commission
The next meeting of the Harbor Management Commission will be on April 14, 2015.  


OTHER NEW BUSINESS


PUBLIC COMMENT
Gene Chmiel, owner of Black Hall Outfitters, talked about the renovations to his building at Black Hall Outfitters (Marina).  There was a short discussion.

Ned Farman moved to adjourn the meeting at 7:53 PM.   Bob Falaguerra seconded the motion.
