Meeting Minutes
The Old Lyme Harbor Management Commission
November 11, 2014



ATTENDANCE

Regular Members Present:  Ned Farman, William Harris, Michael Magee, Steven Ross

Alternate Members Present:

Ex-officio Members Present:  Mike Mackey, Harry Plaut

Absent:  Bob Doyen, Robert Falaguerra, Dave Frederiks, Tom Myer, David Musto (Alternate), Curtis Rasmussen

Guests:  None


A quorum was not present so no voting will take place.  Chairman Ross called the meeting to order at 7:10 PM.


REPORTS
a.       Clerk’s Report:  Approval of Minutes of October 14, 2014
Being no quorum present, the approval of the Minutes of October 14, 2014 was tabled until the January 2015 meeting.
b.      Correspondence
There was no new correspondence.

c.       Treasurer’s Report
Bill Harris stated that the only activity in October was interest earned.   The Treasurer’s Report was deferred until the January 2015 meeting and will include October, November and December 2014 and January 2015.


OLD BUSINESS
a.       Member Appointments
No appointments were made.  There are two Alternate positions available.  Steve Ross stated that the person he has in mind to fill a vacancy may be interested in about six months due to time constraints at present.

b.      Pilgrim Landing – Mike Magee
Mike Magee reported that Pilgrim Landing is getting lots of use including bikes and kayaks.  There is still room for a couple of more boats on the racks.       

c.      Dinghy Dock – Mike Mackey
Mike Mackey reported the dock will be pulled shortly.  Some repairs will need to be done and there was a discussion about who would do said repairs.  Members of the Commission offered their assistance on performing repairs.  It may work best to do the repairs in the spring.  

d.      Potential Public Access Site – West Bank of Lt. River and Halls Road

        1. Phase 2 – Foot Bridge Across Lt. River Sub-Committee on Hold
                
2.  Phase 3 – Proposed Ramp Application – Survey Bids
        
e.      Approval of Request to DEEP for Acquisition of Land Parcel
Steve Ross stated that he will talk to First Selectwoman Reemsnyder about the status of the deed.  


COMMITTEE REPORTS
a.      Harbor Master Report – Harry Plaut and Mike Mackey
Mike Mackey presented spreadsheet handouts to the members that contained important information on moorings for 2014.  There was a discussion.  Harry Plaut will email Mr. Mackey any changes.  It was decided that the heading “Assigned #” will be removed from the spreadsheet. There were 170 moorings in the water.

Harry Plaut reported that 32 moorings were pulled. Pulling fees: 15 of these were paid for, 5 had the fees waived, leaving 12 unpaid in the yard.  Mr. Plaut knows who owns 7 of the unpaid and will continue to work on identifying the owners of the remaining 5.  A letter will be sent to the owners he has identified telling them that they must pay the fee by a certain date or the mooring will be disposed of.  This letter will be sent certified mail thus requiring a signature.  

Harry Plaut will contact Three Belles Marina and other local marinas requesting that they check with the Commission before putting in any moorings to make sure that there is a permit.  Mr. Plaut would prefer to speak to the marina representatives in person, rather than to send a letter.  

Mike Mackay will revise the application form and send a draft to Steve Ross and Ned Farman for approval before sending to Ruth Roach. He will ask Mrs. Roach to replace the present one with the new one on the Town Website.

b.      Dredging Study – Ned Farman and Steven Ross
Ned Farman reported that he had spoken with Geoff Steadman this morning.  He is the consultant who has agreed to begin work on the RFP for the dredging on behalf of the HMC and the Town. An RFP cannot be put together until the permit is issued.  This is a jumpstart for the RFP while waiting for the permit. Mr. Farman will be meeting with Mr. Steadman next week at the DOT to get this moving along.  Mr. Steadman did the RFP for the study.  Mr. Ross will check with the DEEP in mid-December looking for the status of the application.


NEW BUSINESS
a.      Dock Applications – Steven Ross
Steve Ross reported that there are no new applications.

b.      DEEP Violations – Steven Ross
Steve Ross reported that there are no new violations.

c.      CHMA Banquet
Ned Farman reported that the CHMA Banquet will be held on January 7, 2015 at Woodwinds in Branford. Steve Ross will draft a letter to the Commissioners asking who would like to attend the Banquet.  The Commission will pay member tickets.  

d.      Next Meeting of Harbor Management Commission
The next meeting of the Harbor Management Commission will be on January 13, 2014.  There will be no December meeting.  Elections of officers will be done at the January meeting.
