Minutes of a Meeting of
The Old Lyme Harbor Management Commission
June 11, 2013

Attendance:
Members present– Bob Doyen, Ned Farman, Bill Harris, Mike Magee, Tom Meyer, Mike Moran and Steven Ross.
Absent: Robert Falaguerra, Dave Frederiks, Mike Mackey, and Harry Plaut.
Guests Present: Susan Bailey (DEEP-LISP), Michael A Perez (Four Mile River Marina), Judy and Bob Asselin (Four Mile River Marina), Henry Vosburgh (Four Mile River Marina), Frank Morelli, Bonnie Reemsnyder (OL First Selectwoman), Joe Salvatore (DOT), David R. Provencher and Tim McCarthy (Coastline Consulting).

A quorum being present, Chairman Ross called the meeting to order at 7:00 PM. Introductions of all the guests were made.

Committee Report—Dredging Study
Presentation by Coastline Consulting LLC
David Provencher and Tim McCarthy of Coastline Consulting LLC presented their results of Task 1.3 Old Lyme Navigable Waterways Study. They showed proposed channel widths and depths for the Black Hall and Four Mile Rivers. Hard copies of their surveys were available to members and guests for review.  Conceptual dredge plans for both rivers were also presented.  Key points of their presentation is as follows: 1)Black Hall - pivoting the upriver terminus of the inner channel north to take advantage of naturally deeper water and shifting select portions of the remaining inner channel west to take advantage naturally deeper water. Channels proposed would incorporate a width of the inner channel at 30’ and progressing to 100’ at the outer access channel. 2) Four Mile - narrowing the width of the inner channel to 30' to contour inside the LPT lines and modifying the outer access channel to 60' wide.
Preliminary dredge volumes are as follows:
Black Hall:  Dredge to -4' MLW:~~ 6,728 cubic yards
~~~~~~~~~~~~~~~     Dredge the +1' overdredge:~~ 11,134 cubic yards
~~~~~~~~~~~~~~~     Total to dredge to -4' plus 1' overdredge:~~~17,862~cubic yards
~Four Mile:  Dredge to -3' MLW:~~ 5,231 cubic yards
~~~~~~~~~~~~~~~     Dredge the +1' overdredge:~~ 6,050 cubic yards
~~~~~~~~~~~~~~~     Total to dredge to -3' plus 1' overdredge:~~~11,281~cubic yards
Discussion followed regarding the effects of storms on completed dredging; where dredged materials could be placed; the process for permitting of new dredging; current and future expenditures of the grant money that has funded the dredging study; and future phases and completion dates of the dredging study.  Steven Ross and Ned Farman noted that they have asked Coastline Consulting to complete Task 1.5 Volumes and Locations in two weeks so as to maintain the schedule as stated in their proposal to the OLHMC and Town of Old Lyme.

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed and accepted as submitted.

Correspondence
Steven Ross reported about the following correspondence: 1) COP application for Point O’Woods boat basin dredging and 2) COP application for Hawks Nest Beach Association beach restoration and repair of stone jetties. No action is required by the HMC.

Treasurer’s Report
Bill Harris presented the Treasurer’s report, which was accepted for audit.  A copy of the report is on file with the minutes.  Balance is $16,462.16.  Bill Harris and Mike Moran noted that some mooring fees and fines for 2012 are still coming in and being recorded. The actual fees received are now in balance with permits issued and the audit for 2012. Discussion followed about fines for unpermitted moorings in 2012.

OLD BUSINESS
Member Appointments
There remain 3 Alternate Member position vacancies.


Pilgrim Landing
Mike Moran reported that the area looks clean and clear of debris.


Dinghy Dock
Mike Moran reported that the dinghy dock is currently not in the water. It needs to be inspected and have necessary repairs completed before placing into the water. Several boards retaining the floats underneath the dock are in need of repair.

Potential Public Access Site—West bank of Lt. River
Phase 2- Foot Bridge across Lt. River—on hold.
Phase 3- Dock application—Steven Ross reported that he, Sue Bailey (DEEP), Ned Farman and Keith Nielson did a site visit of the proposed long sloping ramp at the north side of the property. Sue Bailey has requested photos of the area which Steven has emailed. He noted that the project we would like to request a COP as a modification of the bulkhead which would cost less and be completed in a timelier manner. Ned Farman is still monitoring discussions by other community groups regarding progressive plans for Halls Rd. and will continue to assess how their efforts could be combined with the proposed Bow Bridge replica walking bridge.

COMMITTEE REPORTS
Harbor Master
Mike Moran had no news to report for this month.

NEW BUSINESS
CHMA Banquet
Steven Ross noted the impressive turnout that OLHMC had with five members attending the CT Harbor Master Association Banquet on Monday June 10.   

Dock Applications
No new applications were received this month. Steven Ross reported that he, Ned & Keith Neilson (Docko) met with Sue Bailey to review both the Sedgewick’s NOV as well as Bob Doyen’s proposed dock applications. After discussion, Bob Doyen was encouraged to push for a COP to modify his existing plan. The Sedgewicks will finalize their application with a smaller platform and a revised float.

DEEP Violations
None this month.
