The meeting was called to order at 9:00 a.m. by Co-chairman Jim Bechtel.
Ken Levin made a motion, seconded by John Forbis to approve the June minutes. All present voted in favor. Motion carried.
1. Public Open Forum – no participation

2. Public Hearing 75 Lyme Street: Front Porch and steps replacement, siding replacement, new second floor veranda, new fence or stone wall – Dr. Awwa
Plans were presented to replace the existing front porch, steps and house siding and to install a new second floor veranda and a stone wall or fence along Lyme Street. The front porch and steps will be made of Ipe with steps on three sides of the porch (similar to the front steps of the Florence Griswold House). The porch columns and decorative trim will be preserved or replaced (like for like). The shrubbery will be removed. The aluminum siding will be replaced with opaque-stained cedar board and batten. The second floor cedar veranda will have Azek trim. A new fence or stone wall will be installed along Lyme Street. If the new fence or stone wall is located near the trees on Lyme Street, Dr. Awwa will require a permit from the Tree Warden. There were no objections from neighbors.
Action: Present detailed drawings or photos and specs for veranda and detailed drawings and specs for fence or stone wall including permit.  (Dr. Awwa).

Jim Bechtel made a motion, seconded by John Forbis, to approve the CofA application for 1 year with the following conditions: a) front porch and steps to be of Ipe with columns and trim repaired or replaced (like for like), b) board and batten siding to be of opaque-stained cedar and c) detailed drawings or photos and specs to be presented for the veranda and fence or stone wall (including permit from Tree Warden) before work begins. All present voted in favor. Motion carried.


3. Public Hearing: 1 Lyme Street Chimney replacement - Marty Ames
A CofA application was submitted for the replacement of two chimneys. Drawings were presented with several design options (the HDC preferred #3). A brick sample was supplied. If available in the same price range, the HDC would prefer a more antique style of brick. There were no objections from neighbors.
Action: Check on price of available antique brick styles (Marty Ames).
John Forbis made a motion, seconded by Barbara Traskos, to approve the CofA application for 6 months with the following conditions: a) use design option #3 and b) use a more antique style of brick if available in the same price range as the sample provided.

4. 69 Lyme Street: Regional District 18 transformer on firehouse property – Joanne DiCamillo
If the dogwood on town/school right-of way dies in the next few years, Tom Degnan, Tree Warden, will ask CL&P to replace it. The Tree Commission needs to have a direct request before creating a plan for screening the transformer.   
Action: Contact John Rhodes to request that he contact the Tree Commission concerning plan for screening the transformer (Jim Bechtel).
 
5.  Plaque Program update – Martha Hansen
45 Lyme Street: The plaque (“Catharine & Simon Whipp ca. 1837”) has been delivered.
85 Lyme Street: The house seems to have been built by William H. Stark sometime between 1860 and 1868.  The HDC agreed that “William H. Stark ca. 1865” would be appropriate for the plaque.
Action: Contact Chris Kitchings (Martha Hansen).
100 Lyme Street: John Forbis has contacted Linnea Ruffo concerning a plaque for the Bee & Thistle Inn.
12 Ferry Road: Contact David Kelsey (Janet Sturges).
13 Academy Lane: Ned Perkins is doing the research.  
20 Ferry Road: The research continues (Martha Hansen and Pamela Hamilton).
173 Mile Creek: Vladimir Ashworth is interested in a plaque. Contact Mr. Ashworth (Martha Hansen).
209 Boston Post Road: Research is almost finished. Complete research (Martha Hansen).

John Forbis is preparing a walking tour of plaqued properties in the Historic District.
 
6. Business News & Secretary’s Report – Martha Hansen
A confirmation letter has been received from the DOT that the Scenic Road application has been approved. Signage will be installed by the DOT. The Selectman’s office has been informed about the new road status.
Action: Contact Marilyn Giuliano (Martha Hansen).



7. Any other new or old business
Chamber of Commerce Bench status: Sheila Wertheimer and Cathy Frank will keep the HDC informed of any decisions regarding the Chamber of Commerce benches.

8. Adjournment
Janet Sturges made a motion, seconded by Jim Bechtel, to adjourn the meeting at 10:55 a.m. All present voted in favor. Motion carried.
