Minutes of a Meeting of
The Old Lyme Harbor Management Commission
May 8, 2012

Attendance:
Members presentMike Mackey, Mike Magee, Mike Moran, and Dave Zita.
Alternates present – none.
Absent – Charlie Delinks, Bob Doyen, Robert Falaguerra, Ned Farman, Dave Frederiks, Bill Harris, Harry Plaut, and Steve Ross.
Guest: Keith Nielson of Docko, Inc.

Noting that a quorum was not present, Vice-Chairman Dave Zita called the meeting to order at 7:00 PM.

Guest Presentation regarding the Fire Wharf at the end of Academy Lane
Keith Nielson of Docko, Inc. distributed copies of a Pre-Application Questionnaire for DEEP regarding the rehabilitation of the Fire Wharf at the end of Academy Lane in the Lieutenant River.  Extra copies will be placed in the HMC mailbox at Town Hall for members wishing to obtain a copy.  Keith will write up the consultation form which will indicate that the project is consistent and endorsed by the HMC. The Commission can then review it and sign.
        
Keith also distributed large aerial photos of the Black Hall River at low tide which provides a great scope of the dredging project. Janet Cody will forward those photos to Ned Farman.

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed but not accepted as submitted due to a lack of a quorum.

Correspondence
Town Selectwoman Bonnie Reemsnyder requested official approval from the HMC of the dredging study that the DOT grant is funding. Due to a lack of quorum, no vote was taken at this meeting but will be placed on the June agenda for approval.

Treasurer’s Report
Members reviewed the Treasurer’s report which Bill Harris had emailed to members.  It was not accepted for audit due to the lack of a quorum.  A copy of the report is on file with the minutes.

OLD BUSINESS
Member Appointments
There remain two vacancies for Alternate Member positions.

Pilgrim Landing
Mike Magee noted that the area looks clean. Members briefly discussed the need for a ramp/dock at Pilgrim Landing.

Dinghy Dock
Mike Mackey and Mike Moran noted that the dinghy dock is in the water. Work on the dock’s rollers was authorized last year and will be completed shortly.

Potential Public Access Site—West bank of Lt. River
Dave Zita reported that he has not been able to work on the project recently. He stated that he would like to obtain a map from Town Hall showing the property between the parking lot and the museums so as to assist with the artists’ conceptions for the proposed drawing contest. Dave noted that a dock is in the water on the east bank of the river. A complaint from a resident of Talcott Farm was received at Town Hall noting the residents’ displeasure with the appearance of the dock. Dave stated that the dock is in conformance with the HMC dock standards.
COMMITTEE REPORTS
Harbor Master
Mike Moran reported that he has approximately $1,025 in mooring applications to be deposited.

Mike noted that he was unable to make any further progress on the check that was returned for non sufficient funds.

Dredge Project
No report this month.

NEW BUSINESS
Dock Applications and DEEP Violations
None received this month.

Waterway Cleanup
No report this month.

DEEP Response to HMC Request
No report on the DEEP response to the HMC request for involvement in local issues at onset.

The meeting was adjourned at 7:25 PM.
