Minutes of a Meeting of
The Old Lyme Harbor Management Commission
May 10, 2011

Attendance:
Members present Bob Doyen,, Ned Farman, Dave Frederiks, Bill Harris, Mike Magee, Harry Plaut, Steve Ross, Dave Zita.
Alternates present –Robert Falaguerra.
Absent – Charlie Delinks, Mike Mackey, Mike Moran.

A quorum being present, Chairman Ross called the meeting to order at 7:00 PM.

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed and accepted as submitted.

Treasurer’s Report
Bill Harris presented the Treasurer’s report, which was accepted for audit.  A copy of the report is on file with the minutes. Bill noted that $1600 from mooring permit fees has been received and deposited which will be reflected in May’s report.

OLD BUSINESS
Member Appointments
Steve Ross noted that there remain two vacant Alternate Member positions.

Pilgrim Landing/Town Mooring
Mike Magee reported that he had contacted Ed Adante of Public Works to remove the logs at Pilgrim Landing but that the logs have floated away before the work was initiated.  He noted that boaters are already using the site. Steve Ross reported for Mike Mackey that the two Town moorings are in place.

Dinghy Dock
Steve Ross reported that the dinghy dock should be placed in the water soon.

Potential Public Access Site—East bank of Lt. River
Steve Ross was able to contact Suzanne Barkyoumb again who indicated that the DEP is interested in creating an agreement with the Town to improve and manage the property but will not transfer it in fee. The DEP will assign a property agent to work on this but until that agent is assigned, to communicate with her.  So the HMC can move ahead with the conceptual plan.
Mike Magee reported that he hasn’t been able to obtain the survey from the Town Hall but will do so in the near future so that work can begin on the concept plan drawing. Bob Doyen reported that the OLFD needs a 16’ wide access to the bulkhead.  Members discussed options for parking, boat tie-ups, picnic tables and fencing at the site.
On a related note, Bob Doyen remarked that the DEP-owned Smith Neck Road Boat Launch has no place to tie a boat while parking a car.  He will draft a letter to DEP to request a solution to this and Steve Ross will obtain the DEP contact.  The letter will stress that the site is highly active and that HMC could contribute funds toward the project.


COMMITTEE REPORTS
Harbor Master
Mike Moran was not able to attend tonight’s meeting due to his work schedule. Steve Ross reported that due to Mike Moran and Mike Mackey’s work schedules they have not been able to complete the 2010 mooring report or the computerized mooring records.

Harbor Management Plan
Charlie Delinks continues to make progress on the Harbor Management Plan. Charlie and Steve should be able to proof this work very soon.

Shoaling
Ned Farman distributed copies of the letter from Tim Griswold to Chairman Joseph Riccio of the CT Maritime Commission/CT Department of Transportation which states his support toward the HMC’s request for $30,000 in State funds for surveying and testing of the shoaling in two of the local waterways (see attached letter).  The letter was dated April 25 and Ned informed members of his plans to follow up the letter to those to whom it was distributed as well as commercial establishments. Members were pleased with Ned’s progress with this project.

NEW BUSINESS
Dock Applications and Violations
None received this month.  Steve Ross noted that he had followed up on Jim Graybill’s dock application and found that it was filed prior to the adoption of the ordinance for dock standards. Even though the application did not need the HMC approval at that time, he received it as Steve Ross had reviewed it and noted that it conformed to the HMC’s dock standards.

Patrol Boat
Steve Ross had received notice from Charlie Delinks that the Old Lyme Police Department is proposing to use the HMC’s former patrol boat.  Steve noted that it could be an opportunity for the Harbormaster to use this boat instead of his private boat when applicable, such as on Long Island Sound.  Members noted that this also raises the issue of slip access at the DEP.

Boat Bottom Cleaning
Steve Ross reported for Charlie Delinks that Frank Pappalardo, Chairman of the Soundview Commission has developed a process for blasting boat bottoms using a machine that takes dry ice and makes pellets that vaporize. He may demonstrate this on the patrol boat.
