The Old Lyme Harbor Management Commission
March 9, 2010
Attendance:
Members present – Dave Frederiks, Bill Harris, Mike Magee, Jon Mittelman, Mike Moran, Steve Ross, Dave Zita.
Alternate present – Susan Connors.
Absent – Charlie Delinks, Bob Doyen, Ned Farman, Mike Mackey.
A quorum being present, Chairman Ross called the meeting to order at 7:30 PM.
REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed and accepted as submitted.
Correspondence
Steve Ross reported that he had received the following correspondence: 1) CRERPA Survey (to be discussed under new business); 2) dock application from Angus McDonald/Gary Sharpe and Associates for 18 Sandpiper Rd. ; and 3) an email requesting permission to improve the Mile Creek outflow into the Long Island Sound by cleaning the entrance and ditches to the marsh.
Treasurer’s Report
Jon Mittelman presented the Treasurer’s report, which was accepted for audit. A copy of the report is on file with the minutes.
OLD BUSINESS
Member Appointments
Steve Ross noted that there still remains one vacancy for the Alternate Member position.
COMMITTEE REPORTS
Harbor Master
Mike Moran reported that this has been a quiet month.
Dock Standards
Steve Ross reported that the waiting period has passed so the dock standards are now in effect. He pointed out that the HMC has a lot to be proud about in being the first town in the state to develop them. The dock standards are on the Town website under Boards and Commissions/Harbor Management Commission. Steve Ross will check to see that they are titled as “Dock Standards” rather than “Ordinance” to assist the public access.
Harbor Management Plan
Dave Zita reported that he has not made any progress on the plan this month.
Dredging
In Ned Farman’s absence, members reviewed the attached dredging report that was emailed to members. Charlie Delinks was currently at the Board of Finance meeting to present the capital request of $20,000 to fund the study.
NEW BUSINESS
Dock Applications
The dock application from 18 Sandpiper Rd. was passed around to members for review. Mike Moran will review the application which had been previously signed off on by Bob Doyen over one year ago.
Steve Ross will check with Paul Capotosto of the DEP regarding the Certificate of Permission applied for by Richard Dillenbeck of the Duck Pond Association for increasing tidal flow in the area.
DEP Violations
None this month.
CRERPA/Gateway Land Use Commission Viewshed Survey
With discussion, members completed the attached 12 question survey from CRERPA regarding viewsheds in the town and local region. Steve Ross will forward the information to CRERPA.
