Minutes of a Meeting of
The Old Lyme Harbor Management Commission
March 10, 2009

Attendance:
Members presentDave Frederiks, Mike Magee, Jon Mittelman, Mike Moran, Mark Rohrberg, Steve Ross.
Alternates present – Susan Connors, Ned Farman, Bill Harris.
Absent – Charlie Delinks, Bob Doyen, Mike Mackey, Dave Zita.

A quorum being present, Vice-Chair Steve Ross called the meeting to order at 7:32 PM.

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed and accepted as amended: under Attendance and Member Appointments, Ned Farman is an Alternate Member.

Treasurer’s Report
Jon Mittelman presented the Treasurer’s report, which was accepted for audit.  A copy of the report is on file with the minutes.  Jon reported that Nicole Stajduhar is the new Finance Director for the Town of Old Lyme and has requested to receive the Treasurer’s Reports (see attached email).  After discussion, it was decided that Jon will research whether HMC has an obligation to do this as related to the Freedom of Information.  

OLD BUSINESS
Member Appointments
Steve Ross reported that the Commission is waiting for the Board of Selectmen to appoint Bill Harris to the Regular Member position.

Pilgrim Landing
Steve Ross noted that the State’s websites have been corrected to list seasonal sanitary facilities at the Smith Neck Road and Lieutenant River sites while Pilgrim Landing is car-top launching only.  In the spring, members discussed having Public Works clean Pilgrim Landing before spreading gravel.  Members discussed adding an additional dinghy rack (vertical vs. horizontal).

Dinghy Dock
Jon Mittelman will check with Nicole Stajduhar how the HMC should pay Old Lyme Dock for the dinghy dock expenses.

COMMITTEE REPORTS
Harbor Master
Mike Moran reported information presented from an interagency and Harbor Masters’ meeting regarding hurricane preparedness.  He also reported that Frank Maratta will need to apply for a commercial mooring permit with the Army Corps of Engineers District Office in Massachusetts.

Dock Standards
Steve Ross noted that the completed draft addendum and maps were hand delivered to the DEP on February 26 and to Marci Balint on 2/27.  Ms. Balint forwarded the referral and amendment package to all parties with an April 1 deadline to comment back to her.  Steve emailed Marylin Clarke of the timeline and requested a copy of the draft ordinance for the April HMC meeting.  Mike Moran noted that the HM of East Lyme stated that they have poles used for sending out dinghies.   Steve Ross will ask Marci Balint how the DEP views these systems.

Future Locations for Projects
Steve Ross noted that Tim Griswold is working on improving the site of the Lieutenant River at Lieutenant River Rd. and  Academy Lane now that property lines have been established..


Harbor Management Plan
Tabled this month.

Army Corps of Engineers Regional Dredging Plan
Ned Farman reported that there are no immediate developments.  He did see that the ACOE received 4.9 billion in the stimulus package.

NEW BUSINESS
Dock Applications
None received this month.  Three applications were approved and returned to DEP.

DEP Violations
None received this month.

ADJOURNMENT
The meeting was adjourned at 8:10 PM.
