Minutes of a Meeting of
The Old Lyme Harbor Management Commission
November 11, 2008

Attendance:
Members present Charlie Delinks, Bob Doyen, Mike Mackey, Jon Mittelman, Steve Ross, Tom Kahrl, Mark Rohrberg
Alternates present –Ned Farman, Bill Harris.
Absent – Mike Magee, Mike Moran, Dave Zita, Brad Ficken, Dave Frederiks
A quorum being present, Chairman Delinks called the meeting to order at 7:34 PM

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed. Steve Ross moved, Bob Doyen seconded, to accept the minutes as submitted. Motion carried.

Correspondence
Steve Ross stated that he spoke to Jim McQuade and will get together with him to discuss the letter. Charlie Delinks spoke to Gil Boro who has removed his dock.

Treasurer’s Report
The Treasurer’s report was presented and discussed. There was interest income of $34.40. The payments to the HMC clerk were discussed.

OLD BUSINESS
Member Appointments
Chairman Delinks received an email from Brad Ficken resigning from the HMC immediately for personal reasons. Steve Ross moved to accept, with regret, Brad Ficken’s resignation and to send him a letter thanking him for his service. Boy Doyen seconded the motion, which passed unanimously.

The alternate member with the most seniority may be appointed as a regular member to fill the unexpired term. Steve Ross will contact the Board of Selectmen.
Brad was the driving force behind the dock standards which are in the final stages of development and served on a three person subcommittee. His position on the subcommittee also needs to be filled.

No new developments this month.

Pilgrim Landing
No new developments.

Dinghy Dock
Mike Mackey spoke to Mike Moran who is organizing the Dinghy Dock project.

Purchase of digital recording machine for HMC use
Chairman Delinks reported that a new digital recording machine was purchase for $497.90 for the exclusive use of the Harbor Management Commission.

DEP Letter to Remove Landings from DEP List
Steve Ross stated that the HMC discussed asking the DEP to remove the town landings listed on the DEP website. Commission members discussed the matter and the fact that the state does not provide funds to maintain the town landings which get a lot of use from the general public.

Steve Ross moved to not ask the state to remove the sites from the DEP CT Coastal Access list. After discussion, it was decided to just submit the following corrections to DEP regarding the list: but instead to ask them make the following corrections: car top launching only (no trailer launching) at Pilgrim Landing, and to add sanitary facilities to the Lieutenant River and Smith Neck Landing.  The motion was seconded by Jon Mittelman and passed unanimously.


COMMITTEE REPORTS
Harbor Master
Mike Mackey reported that Mike Moran has received quite a few applications for moorings, including some for commercial moorings off of Sound View Beach. Mike Moran recommends that if commercial moorings are allowed that the residents of the area be allowed first choice of locations and that they all be required to use 500 lb anchors.

Dock Standards Ordinance draft
Steve Ross recommended that the town attorney Marylin Clarke, look over the Dock Standards Ordinance and get another opinion if she does not feel comfortable with reviewing the ordinance. The ordinance provides the HMC with the authority to enforce dock standards. Docks that have been in place for a long time would not be affected by the ordinance; the DEP is responsible for those. However, the HMC would have the authority to take action on docks that become unsafe or hazardous, and new docks.

Mark Rohrberg moved to submit the Dock Standards Ordinance draft to the town counsel; Jon Mittelman seconded the motion which passed unanimously.

Future Locations for Projects
No new information.

Harbor Management Plan
No report.

Dredging Machine Plan
Charlie Delinks stated that there is no new information but he would like to keep it on the agenda.

NEW BUSINESS

Army Core of Engineers Regional Dredging Plan
There are seven area marine dependent facilities on the Army Corps of Engineers regional dredging plan list.
Charlie Delinks contacted the Black Hall Marina and was told that they had let the Army Corps know that the mouth of the Black Hall River needs to be dredged.
Several messages were left for the Hamburg Cove Yacht Club. Old Lyme Marina and Four Mile River Marina were also contacted.

Budget Request
The HMC has agreed to request $850 from the town (same as previous year).

Dock Applications
There were no new dock applications but an enforcement request was received from the DEP for an unauthorized dock and boardwalk on the Lieutenant River, off of 18 Sandpiper Rd. between the railroad bridge and the highway bridge.

Town of Old Lyme Annual Report submission
The report was prepared by Dave Zita. The HMC discussed the report and made some changes and corrections.

Election of Officers.
Chairman Delinks asked for nominations for the position of HMC Chairman; he will be stepping down. The position was discussed and Dave Zita was recommended. Charlie will speak to him about it.

Steve Ross moved to table the election of officers until the January 2009 meeting. Jon Mittelman seconded the motion which passed unanimously.

Steve Ross moved to reimburse an HMC member and a guest for the cost of attending the Harbor Commission Dinner in Branford, pending review by the appropriate town official. Bob Doyen seconded the motion which passed unanimously.

The HMC will not meet in December.

ADJOURNMENT
Bob Doyen moved, Mark Rohrberg seconded, to adjourn the meeting at 8:40 PM.
