Minutes of a Meeting of
The Old Lyme Harbor Management Commission
October 14, 2008

Attendance:
Members present Charlie Delinks, Brad Ficken, Dave Frederiks, Mike Magee, Steve Ross,
Alternates present –Ned Farman, Bill Harris.
Absent – Bob Doyen, Tom Kahrl, Mike Mackey, Jon Mittelman, Mike Moran, Mark Rohrberg, Dave Zita

A quorum being present, Chairman Delinks called the meeting to order at 7:32 PM

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed. Steve Ross moved, Brad Ficken seconded, to accept the minutes as submitted. Motion carried.

Correspondence
Steve Ross stated that the letter to Jim McQuade has not been written because Mr. McQuade was supposed to contact him and has not done so. Steve spoke to Gil Boro about the dock situation and recommended that he contact Mr. McQuade, but he was reluctant to do so.  Charlie Delinks will contact Jim McQuade and discuss the situation.

Treasurer’s Report
The Treasurer’s report was presented and discussed. There were some questions regarding the HMC clerk payment, so the report was held until the questions can be answered.

OLD BUSINESS
Member Appointments
No action required at this time.

No new developments this month.

Pilgrim Landing
No new developments.

Dinghy Dock
No report.

Smith Neck Rd. Landing Launch
Steve Ross stated that the situation has been resolved.

DEP Letter to Remove Landings from DEP List
The members discussed kayakers using the town landings which are listed on the DEP website. All members who have not done so should access the DEP website and prepare to discuss the matter at the next meeting.  

Ethics Form
Dave Frederiks signed the Ethics Form.

COMMITTEE REPORTS
Harbor Master
No report, Mike Moran did not attend the meeting.

Calves Island moorings
There was a motion and a second to move the assessment of the public transient moorings until the Fall of 2009.

Bench Jurisdiction at Landings
The members discussed the benches at town landings and decided that, now that there is a Town Landing Committee, they should take over bench management/decisions at town landings. Charlie Delinks is on the Town Landing Committee, which will have a meeting soon.

Harbor Management Plan
No report, Dave Zita did not attend the meeting.

Dredging Machine Plan
Charlie Delinks stated that there is no new information but he would like to keep it on the agenda.

NEW BUSINESS
Dock Applications
One application was received from Point ‘O Woods for a dock with handicapped access. The state has changed its protocol for dock applications and now the Harbor Management Commission is required to sign off on the applications before they are submitted to the DEP for approval. This will help streamline the process for property owners and ensure that Harbor Commissions are informed from the beginning.

Purchase of digital recording machine for HMC use
Charlie Delinks recommended that the Commission purchase a digital recording machine to record meetings. Right now the Commission has to share a machine and it is not always available when they need it.  The machine would become an asset of the Harbor Commission.
Steve Ross moved to authorized Charlie Delinks to purchase the recording machine and software for the exclusive use of the Harbor Commission for an amount not to exceed $500. The motion was seconded and passed.

Army Core of Engineers Regional Dredging Plan
The Army Core of Engineers wants to develop a 20 year regional dredging management plan and sent a survey to 937 water dependent facilities in Connecticut in June 2008.
The survey asked that the facilities: Identify all potential areas to be dredged, determine the time frame for the next 20 years, gather information on the economic impact on marine dependent facilities, develop regional alternatives for smaller projects that the Corps would not get involved in and determine core dredging needs. All marine dependent facilities that respond will be put into the Army Corps data base.
Copies of the 2008 survey were passed out. Black Hall Marina, Old Lyme Marina, and Hamburg Cove Marina did not respond to the survey. The CT DEP, Reynolds Garage, Cove Landing Marina, Old Lyme Dock Co. did respond to the survey.
The Army Corps would welcome input from the Harbor Management Commission, and wants to know of any marine dependent facilities (yacht clubs, marinas, etc.)  that are not already on the list. The members discussed contacting various marine facilities in the area; they will report the results at the next meeting.
