Minutes of a Meeting of
The Old Lyme Harbor Management Commission
July 10, 2007

Attendance:
Members present Charlie Delinks, Brad Ficken, Norman Hewitt, Mike Magee, Jon Mittelman, Mike Moran, Tony Licitra, Steve Ross.
Alternates present –Mark Rohrberg.
Absent – Bob Doyen, Mike Mackey, Dave Frederiks, Tom Kahrl, and David Zita.

A quorum being present, Chairman Delinks called the meeting to order at 7:34 PM.

REPORTS
Clerk’s Report
The minutes of the previous meeting were reviewed and accepted as submitted.

Treasurer’s Report
Tony Licitra presented the Treasurer’s report, which was accepted for audit.  A copy of the report is on file with the minutes.  Tony presented his letter of resignation at term’s end in December to Chairman Delinks. Members should forward any names of people interested in filling the treasurer’s position to the Chairman. There was discussion regarding electing officers in November as there is no meeting in December.  

OLD BUSINESS
Military Giveaway Program
Jon Mittelman was given contact information by John Cody regarding another government inventory source for locating a harbormaster boat. Charlie Delinks had received the forms and Jon will begin processing them.  Charlie noted that there are no surplus or impounded boats for use at the DEP.  He also noted a possibility to apply for Boating Infrastructure Grant for transient dockage through which the HMC could apply to put in for Ferry Road DEP dock expansion.  Deadline for the grant is August.

Survey Requests
Mark Rohrberg reported that he is monitoring the status of the survey requests which are still in progress.

COMMITTEE REPORTS
Harbormaster
Mike Moran reported that he has ordered a sign for the Harbormaster’s boat as well as mooring stickers. Cost will be $184 per 100 stickers and include check-off points. Mike reported that cleats at the Town’s dinghy dock were improperly installed and he will work on correcting the problem.
Members notified Mike of moorings being repositioned and Mike will discuss the situation with the appropriate parties. He also has a contact that can provide a GPS plot grid that he will investigate further.

Abandoned Mooring Plan
Mike Moran reported that the Committee had met and drafted proposals for removing abandoned moorings. After discussion, motion made by Steve Ross, seconded by Brad Ficken to empower the Harbormaster to implement the abandoned mooring management plan as outlined for the Commission and to implement that plan; however it should be reviewed by HMC members for comment but the Committee should have ultimate jurisdiction over the plan with comments.  Motion passed unanimously.  

Dock Standards
Steve Ross presented copies of Torrance Downes’ draft of dock standards to members. Members are to review the draft and direct comments to the Dock Standard Committee (Ficken, Ross, Zita) by end of July. The Committee will review the draft in August. Brad Ficken strongly suggested that the final draft be copyrighted. Copies of the draft for members not present will be made by Steve Ross.



Patrol Boat
Charlie Delinks reported that the task force met last month and will work on obtaining statistics and justification for supporting a purchase when bringing the issue before taxpayers. The task force will meet July 12 to evaluate the patrol boat.

Signage
The parking sign is installed at Pilgrim’s Landing.

Black Hall Marina
Steve Ross reported that the financial information that was received was inadequate. He requested from the seller’s broker that further credible information such as previous 3 years tax returns be received or else refund the $2,500 that was paid for the appraisal.

Harbor Management Plan
No report this month.

Dredging Machine Plan
Norman Hewitt reported that no further progress has been made in the dredging plan.  

Johnson Property Proposal
Steve Ross reported that the proposal is in the hands of the Selectmen and the Open Space Committee.

NEW BUSINESS
Dock Applications
None received this month.

DEP Violations
DEP gave written notice to National Railroad Passenger Corporation denying permission to work on the railroad bridge in Old Lyme due to lack of information on its permit application.
