Minutes of a Meeting of
The Old Lyme Harbor Management Commission
February 13, 2007

Attendance:
Members present – Charles Delinks, Bob Doyen, Brad Ficken, Norman Hewitt, Tony Licitra, Jon Mittleman, Mike Moran, Steve Ross, Dave Zita.
Alternates present – Dave Frederiks, Mark Rohrberg
Absent – Mike Mackey, Mike Magee
Guest—Tom Kahrl

A quorum being present, Chairman Delinks called the meeting to order at 7:33 PM.

REPORTS
Clerk’s Report
Charlie Delinks introduced Janet Cody as the new Clerk. The minutes of the January meeting were reviewed and accepted as submitted.

Treasurer’s Report
Tony Licitra presented the Treasurer’s report, which was accepted for audit. Steve Ross will contact Essex Financial Services regarding the minimum balance for the money market account.

OLD BUSINESS
Member Appointments
On January 22, 2007, the Town of Old Lyme officially appointed Brad Ficken as a regular member and Mark Rohrberg as an alternate member.

By-laws Revision
Motion made by Jon Mittleman, second by Norman Hewitt: Accept the by-law revision to clarify that the  Harbormaster and Deputy Harbormaster serve as ex-officio members and may not serve concuurently as regular or alternate members. After discussion, motion was voted and passed with one nay. Copy of revision was submitted in January minutes.

Letter to DEP
Motion made by Steve Ross, second by Bob Doyen to accept Norman Hewitt’s letter as modified and send to the DEP with copies to Old Lyme Board of Selectman/Chief of Police, Old Lyme Fire Chief,  Resident State Trooper, and Merv Roberts.  Copy of the letter is attached.

CT Coastal Management Program
No report this month.

Dock Standards
Steve Ross discovered that the dock standards must be approved by DEP and no ordinance is needed but an amendment to the Harbor Management Plan.   He met with David Blatt, Marcia Balint and Torrance Downes (CREPA) at DEP Headquarters in Hartford. Based on this meeting, he recommended bridge-building language between standards that are proposed  that would clarify the purpose and logic behind them. Dave Zita was added to the committee.

Patrol Boat
It was noted that there has not been a response from the Town as to the HMC recommendation. After discussion, it was decided to request a letter of authorization from them regarding our recommendation to sell the boat.

Signage
Town is handling this. Brad Ficken will contact John Roach/Public Works regarding the sign installation at Pilgrim’s Landing.



Future Locations for Projects
Mike Moran gave an overview of the following project spots: Johnson Access at Tantummaheag Rd, Academy Lane, Ferry Road, Pilgrim’s Landing, Buttonball Road, Smith Neck, Point of Woods/Four Mile River & the dingy dock by DEP. After discussion, two spots were prioritized and an action plan noted. Steve Ross will draft a letter to Town of Old Lyme to request a  survey and marking of  the boundaries at Tantummaheag and Pilgrim’s Landing.  It was recommended that access points be listed in the Annual Report and Old Lyme Times.
        
Black Hall Marina
Black Hall Marina is for sale for 1.475 million.  A subcommittee consisting of Brad Ficken (Chair), Norman Hewitt, Charlie Delinks, Dave Frederiks, John Mittleman was formed to review the property and make a proposal as to its value to the Town. Bob Doyen will get mortgage information to the committee.

Harbor Management Plan
The Plan still needs to be scanned. Charlie Delinks will attempt it once more and if unsuccessful will send it out for scanning.

Dredging Machine Plan, Old Saybrook
Brad Ficken and Charlie Delinks attended a meeting in Old Saybrook regarding its efforts to dredge North and South Cove with regards to piggyback their technology and machinery with Old Lyme dredging. No real action was defined by Old Saybrook but the committee will follow its progress.

NEW BUSINESS
Dock Applications
None were received this month.

Military Giveaway Program
Charlie Delinks gave Jon Mittleman information on a military giveaway program to find out if any suitable boats might be available for the Fire Detp or Harbor Master.

New Member Candidates
Tom Kahrl has been invited to fill the last vacant seat as an alternate member and will complete the necessary paperwork.

Miscellaneous
Charlie Delinks presented the clipping of the Ficken award presentation in the Lyme Tymes.

The meeting was adjourned at 9:24 PM.
