Minutes of a meeting of
The Old Lyme Harbor Management Commission
October 10, 2006

Attendance:
Members present - Charles Delinks, Robert Doyen, Steven Ross, Tony Licitra, Mike Mackey, Mike Magee, David Zita,.
Alternates present – David Frederiks, Jon Mittelman
Absent – Norman Hewitt, Mike Moran, Brad Ficken (Ex –officio)

A quorum being present Chairman Delinks called the meeting to order at 7:40 PM.

REPORTS

Clerk’s Report
The minutes of the previous meeting were reviewed and accepted.

TREASURER’S REPORT
Tony Licitra presented the Treasurer’s report, which was accepted for audit.

OLD BUSINESS
Dock Standards
As reported last month, Attorney Clarke has reviewed the dock standards and determined the process for enacting them. She will format and word the proposed standards to be legally correct and enforceable. The revised draft will be presented to the HMC at our November meeting for review and approval in order to be scheduled for a January Town Meeting.

Harbor Master & Deputy Appointments
Governor Rell appointed Mike Moran to be Old Lyme Harbormaster for a term that expires July 1, 2009. Congratulations!
Mike Mackey submitted his letter but it was lost. He provided a copy to Chairman Delinks this evening to be forwarded to Maryann Board. It is expected that the appointment will be made shortly after the documents have been received by the Governor’s Office.
Discussion followed as to whether the Harbormaster and Deputy can continue to be members of the HMC with voting rights. Previously they were Ex-officio members.
The By-laws indicate that the Harbormaster shall be a non-voting ex-officio member. They do not specifically exclude being a member, nor do they address the Deputy position at all. Steve will request an opinion from Attorney Clarke as to the interpretation of the By-laws.

Draft of CT Coastal Management Program
No action because Jon is having difficulty locating a copy of the draft plan.

Letter to DEP regarding slips at DEP HQ
Ready to send and Charlie will do so. Three slips are being requested as had been discussed when DEP built the LIS HQ.

Clerk for HMC
PBS (Personal Business Services) is not interested. Charlie will post on the Town web site and it was suggested an ad in the Pictorial Gazette would be helpful.

CT Harbor Management Association dinner
The event will be held October 19 at Woodwinds in Branford, CT.
Norm Hewitt, Mike Moran & Dave Zita will attend. Tony will make the reservations and send payment.

Patrol Boat
The HMC recommendation was read at the Selectmen meeting. Mike Mackey will haul, pressure wash and transport to the Town Yard. We will winterize and shrink wrap then prepare for sale in the spring.

Signage
The Pilgrim Landing sign is pending. Steve will drive by to see if it is installed.

Future locations for projects
Dave & Mike Moran – no progress yet.

Updating of Harbor Management Plan
Scanning not complete. Need this done for review and edit by David Zita.
A Record of Old Lyme Waterways that was discovered will be scanned into it as well. It is a historical document that describes all the waterways in town.

LISA Meeting (Mike Mackey)
It has been discovered that no meetings are scheduled.

Mooring Contract
Steve contacted Strickland Hyde at Associated Dockbuilders in to request a bid but has not received it yet. He will follow up.

Dock Applications
Dock for Romano at 12-1 Bank Rd. Location is at indentation in the marsh, which will avoid impeding traffic in channel per Mike Mackey.
National Railroad Corp, culvert rehab on McCurdy Rd- routine application.

HMC Alternate positions
Dave Frederiks was appointed by the Board of Selectmen as an alternate member of the HMC.
Should we have an open position, Brad Ficken has indicated his desire to be a member of the commission.

NEW BUSINESS
Dredging
Old saybrook is working on plans to obtain approval to dredge North Cove, South Cove & Town Beach. The equipment they wish to purchase has a 3200’ reach. Old Lyme has areas of concern that need dredging, such as Four Mile River, Black Hall, Back River . We will continue to get information in an effort to share the equipment for dredging projects.
Disposal of dredged material may not be the major obstacle it was considered.

Old Lyme Annual Report
Dave Zita will author the report from the HMC for inclusion in the Town Annual Report. Deadline is  mid-November.

Former Harbor Master
A motion was made and seconded to purchase a gift (up to $50) to honor the service of Brad Ficken, former Harbor Master. It passed unanimously.

ADJOURNMENT
The meeting was adjourned at 8:50 PM.
