REGULAR MEETING MINUTES
October 4, 2018

1. Call to order 6:36 PM.
2. Approval of minutes. Motion to approve 9/6 minutes: Bud Canady motions, Sabrina Foulke seconds, all vote in favor. Motion to approve 9/13 minutes: Bud Canady motions, Sabrina Foulke seconds, all vote in favor.
3. Lieutenant River park.
a. Status report and discussion of Harbor Management Commission’s plans with member John MacDonald:
John is designated liaison between Harbor Management Commission and Halls Road Improvements Committee. Commission mission is to oversee harbor moorings and coastal jurisdiction lines in Long Island Sound and Connecticut River. Also includes improving access. In 2017 became interested in improving the Lieutenant River at west bank north of Halls Road. Plan is to access funds remaining from previous grant for a dredging project. RFP for project was distributed by Town of Old Lyme three months ago. All bids were conforming and analyzed by 3rd party. Commission advises town to award to company called Docko, with which Town has prior experience. Board of Selectman approved, working final provisions. Principal improvement is the construction of a pedestrian pier
south of the existing access road. Open question for how to provide kayak accessibility to the river. BJ asks about pedestrian bridge. John says is certainly feasible but outside scope of Harbor Management Commission. Need to take into account full pedestrian traffic plan. BJ requests John to keep Committee informed and involved in the development of plans for pier and river access.
b. Discussion of brush removal project and timing.
Originally planned brush removal for 10/20, but discussion of postponing until after Halls Road project launch. Committee decides to hold 10/20 date as a clean-up project, but to withhold public announcement until launch. Plan is to clear the brush and see what the land looks like, and get a better understanding of what trees we have.
4. Discussion of Facebook page and website.

5. Lyme Academy College of Fine Arts.
No new commentary from the Committee.
6. YUDW presentations, past and future.
Planning for meeting in New Haven week of 10/15 to review three possible plans, which will be shown at future town meeting. Discussed aspects of the plans presented in September that we liked, such as green spaces and bypass road around Route 1 to get people off and on I-95 without going through the business district.
7. CERC status report.
Economic Development Commission approved CERC proposal. EDC meeting with selectmen and Board of Finance on 10/16. Proposal covers Halls Road in addition to the rest of the town. Proposal includes creating a website to support town-wide economic development. Proposal includes providing a part-time economic development expert to the town for four hours per week.
